Research On Environmental Inspections System From The Perspective Of Ecological Governance

Focusing on the current Chinese society,as reform enters deep water area,the environmental crisis represented by resource shortages and environmental pollution poses new challenges to China's economic and social development.Environmental protection issues attract more and more attention from the national leadership,and popular terms such as environmental protection and ecological civilization have frequently appeared on various important political occasions.For example,in the report of the 18 th National Congress of the Party,it is required to put ecological civilization in a prominent position.The report of the 19 th of NCCPC clearly stated that it is necessary to meet the people 's increasing needs for a beautiful ecological environment.In fact,these statements explicitly incorporate environmental protection into the the political blueprint of the ruling party,and raise the concept of environmental protection into the will of the country.Apparently,it takes time to implement political ideas into national policies.Although the construction of China's environmental protection system has been started for a long time,local governments always implement environmental protection policies in formal styles.They do not want to deal with environmental issues,which has led to the failure to implement some environmental protection policies due to economic development considerations and environmental protection technology level restrictions in the past.Such actions undermine the credibility of the government and the ability of the economy to sustainable development.Facing the new requirements of development and the old problems of governance,it is an inevitable choice for the government to strengthen system construction and use administrative authority to supervise and urge the implementation of environmental protection into the new period,The establishment of environmental inspections system is a typical representative of the environmental protection system construction.This paper is based on the analysis methods of ecological governance theory and the theory of power supervision,starting from the overall background of ecological civilization and environmental governance,combing the relevant concepts,such as supporting theories,and effectiveness of environmental inspections,along with the two lines of the operation logic of the environmental inspections system and the interactive game of the participating subjects,the author deeply explores the environmental inspection system,and then draws conclusions in combination with reality:The Chinese environmental inspection system is rooted in China's national conditions,and the operation of the system includes the participation of the government,enterprises,nongovernmental organizations,and citizens.The interests of all parties are intertwined and contained,on the other hand,they must pull together in terms of trouble.Although,in the actual operation,the environmental protection inspection system faces difficulties,it can be gradually improved through measures such as improving legislation,strengthening system linkages and building law enforcement teams,which will contribute to China's environmental protection work.
