Study On The Evaluation Of The Yangtze River Health Under The Background Of Yangtze River Protection

As the largest river in China,the Yangtze River basin economy plays an important role in China.Since the 19 th National Congress of the CPC,the construction of ecological civilization has been raised to a new historical height.General Secretary Xi Jinping put forward a new keynote of the development of the Yangtze River economic belt,namely,"protecting the whole country without making great efforts to develop it".In this context,the Yangtze River development and protection action model has become an important model for high-quality economic and social development under the construction of ecological civilization.During the period of comprehensive planning,management and sustainable utilization of the Yangtze River as a typical river management,it is necessary to make clear the connotation of the health of the Yangtze River according to the actual situation,ensure the healthy and sustainable development of the river,realize the coordinated development of human and nature,and evaluate and analyze the health status and existing problems,which is also the planning and management of the river important support and direction of action.First of all,this study combs the theoretical background of river health management and evaluation and the background of Yangtze River Protection Policy under the construction of ecological civilization in China.Combined with the theory and practice,it analyzes the basic connotation of the Yangtze River health in the new era,that is,the Yangtze River health is not only the objective presentation of the comprehensive state of the Yangtze River ecological environment system under the pressure of economic and social development,which is harmonious(coordinated utilization of water resources),clean(clean water quality),safe(effective prevention and control of water safety risks),and beautiful(beautiful water ecological environment),but also the subjective moment of the social public's demand for protection of ecological environment rights and interests or satisfaction of environmental governance in the flow area Painting.Then,based on the connotation of healthy Yangtze River,combined with the concept of PSR model,the index system of healthy Yangtze River is constructed from two dimensions of objective description and subjective presentation.Taizhou,one of the cities along the Yangtze River in the Yangtze River economic belt,is selected as the research object.Based on the index system of Yangtze River health constructed by the connotation of Yangtze River health in the context of Yangtze River protection,the health index evaluation and analysis are carried out for the target cities of Taizhou healthy Yangtze River action,namely Jingjiang City,Taixing City,Gaogang District and Pharmaceutical high tech Zone.The results show that the overall trend of Taizhou Yangtze River is good,reaching a health level,especially in the basic supply balance of regional water resources,water biodiversity,water quality security and so on.However,there is still much room for progress in the development and utilization of coastline and public satisfaction.The quarterly change of the index is relatively small,and the trend of the third quarter is slightly lower than that of other quarters.Order by Region: Jingjiang City > Gaogang District > Pharmaceutical high tech Zone > Taixing City.Finally,based on the connotation of Yangtze River health,this paper puts forward suggestions on the optimization management direction of Taizhou healthy Yangtze River from five aspects: water resource utilization management,water quality improvement,water environment safety management and control,water ecological environment protection and public satisfaction improvement,which provides reference for local Yangtze River health management.At the same time,in order to reflect the local management objectives of Yangtze River health action in Taizhou,according to the index system of Yangtze River health,set up the performance evaluation index system of Taizhou Yangtze River health under different management objectives.It includes "three water co-governance" performance,"four sources control" performance,"six objectives" performance and "eight elements" performance,and five grades of performance scores.According to the performance evaluation system,the annual performance evaluation is carried out for Yangtze River management in Taizhou.The evaluation results show that,on the whole,the four performance scores are ranked as "four sources control" > "eight elements" > "six objectives" > "three water co-governance".Different regions have different ranking in different performance evaluation,but the overall performance score of Jingjiang City is higher than the other three cities(districts),which is consistent with the results of health index evaluation.Finally,according to the target management requirements of Yangtze River health,the paper analyzes the key management and control directions of two cities and two districts and suggests that the overall level of Jingjiang City is good,and the management of the main water resources protection,especially the intensity of water resources development and the intensity of chemical fertilizer and pesticide use controlled by agricultural pollution sources needs to be strengthened.Taixing City focuses on industrial pollution discharge and water resource utilization efficiency.Gaogang district is similar to Pharmaceutical high tech Zone in that it focuses on the rational planning of the development and utilization of the coastline,the restoration of the ecological coastline and the maintenance of the ecological security of the Yangtze River.
