Research On Tai Lake Ecological Capacity And The Interagency Transfer Payment Of Ecological Compensation

With the rapid development of China,the problems like high pollution and high wastage have been more seriously.These problems lead to the worsening of natural resources and ecological environment.How to balance economic development and ecological environment to realize sustainable development has attracted more national attention.However,our current financial facility of ecological environment is not perfect,and marketing operation method is relatively single.As a result,ecological compensation allocates unreasonably and uses in low efficiency.Therefore,interagency transfer payment of ecological compensation has been put forward.This research selected Tai Lake as a case,choosing 15 indicators from 2009 to 2018,in order to construct a comprehensive evaluation system of Tai Lake ecological carrying capacity by entropy weight method and index analysis method.The comprehensive evaluation system revealed the influence of various indicators.In addition,the research analyzed the trend of Tai Lake ecological carrying capacity in the past 10 years.Based on the research of Tai Lake ecological carrying capacity,this research designed a model about interagency transfer payment of ecological compensation,combining with ecological damage cost.Through the case analysis,it showed that social and economic development,the discharge of polluted wastes,the growth of population and other related factors have a significant impact on the ecological carrying capacity.According to the trend of the comprehensive evaluation index of Tai Lake ecological carrying capacity from 2009 to 2018,researcher could find that paying more attention on the ecological environmental protection has a positive effect on improving the ecological environment quality.Therefore,interagency transfer payment of ecological compensation would not only include ecological damage cost,but also take the difference between resource endowment and economic development into consideration.In other words,it would introduce a coefficient to adjust the standard by calculating ecological carrying capacity.This is a creative way to build the model of interagency transfer payment of ecological compensation.At last,in order to promote the construction of ecological compensation mechanism in China,this research put forward some suggestions such as constructing ecological compensation sharing platform,establishing the joint action group of the ecological function zone and broadening the financing channels of the interagency transfer payment of ecological compensation.
