NIMBY refers to the protectionist attitudes of and oppositional tactics adopted by community groups facing an unwelcome development in their neighborhood.Residents usually concede that these “noxious” facilities are necessary,but not near their homes.The development process of China’s urbanization and industrialization has made the problems of NIMBY caused by some major projects increasingly prominent.Along with the increase of public awareness of power,the occurrence of NIMBY events frequently affects the harmony and stability of society and hinders the development of society and economy.Therefore,studying the cause of NIMBY and its resolution path is an inevitable need to maintain social harmony and stability and promote social and economic development.First of all,this paper first introduces the background,significance and research methods of the topic,and reviews the current status of research on NIMBY at home and abroad.It proposes that the theory of environmental justice should be an important issue in the study of the NIMBY and its governance.Secondly,it introduces the origin,connotation and development of environmental justice,and expounds the three dimensions of environmental justice,including recognition justice,procedural justice,and distribution justice.Then,this paper describes the causes,development process and results of the Nimby incident that happened in Liuhe District of Nanjing City in detail,and lists the main conflicting parties and their interest demands,including environmental protection,supervision,right to know,right to participate,appeal expression mechanism,etc.,so as to form a comprehensive description of the case.Then combined with the analysis of the case and the content of the interview,and based on the three dimensions of environmental justice,the reasons for the formation of the avoidance effect in the case were analyzed,including the recognition of injustice for disrespect and disregard for the environmental rights and interests of vulnerable groups;the right to know,the right to participate and Procedural injustices lacking in the expression mechanism;unfair distribution of environmental rights and responsibilities.Finally,a general strategy for resolving the NIMBY is proposed.First,we must adhere to the combination of planning and legislation to achieve recognition justice.Second,we must adhere to the combination of information disclosure and effective participation to achieve procedural justice.At last,we should insist on the combination of environmental supervision and compensation to achieve distribution justice.
