Study On Government Functions In Classified Management Of Rural Domestic Waste In Wenzhou

In recent years,under the trendy of a new village construction and the rapid development of the Chinese economy,it has changed lot in rural areas and lead to the living standards of farmers have largely improved.In general,the serious garbage problem in rural areas has seriously affected the living quality of farmers and the environment in rural areas.In order to carry out in-depth study on the government functions in the rural waste classification management in Wenzhou,this paper mainly introduces and uses various methods such as literature analysis,field investigation and interview,and uses the new public management theory and stakeholder theory tools to select some rural areas in Wenzhou City of Zhejiang Province as the object of investigation and study,and in the process of the visit,the village cadres and environmental protection management Through the interview with the management personnel,through understanding the planning of the classification collection and transportation system of rural domestic waste,including the formulation of classification standards,classification collection and transportation mode,infrastructure construction,as well as the guidance and supervision of the government,the formulation of policies and regulations,in-depth analysis of the implementation of government functions in Wenzhou rural domestic waste classification management.This paper fully analyzes the problems in the implementation of government functions in Wenzhou rural domestic waste classification management,such as the imperfect garbage classification collection and transportation system,unclear multi management rights and responsibilities,insufficient publicity and education,and lack of effective supervision.It also analyzes the problems such as unreasonable government planning,imperfect management,inadequate publicity,imperfect reward and punishment mechanism,imperfect legal environment,and imperfect supervision mechanism reason.In view of these problems and reasons,this paper puts forward countermeasures and suggestions to promote the smooth implementation of government functions in Wenzhou rural domestic waste classification management.In order to promote the smooth performance of government functions in Wenzhou rural domestic waste classification management,it is necessary to reasonably plan the collection and transportation system,optimize the management structure,strengthen the publicity and education,optimize the reward and punishment mechanism,improve the laws and regulations,and strengthen the system construction.
