With the deepening of China's industrialization and urbanization,China is facing increasingly serious problems in urban ecological environment.In order to protect China's urban ecological environment and achieve good governance of urban air pollution,China has been making efforts.The destruction of urban ecological environment to a certain extent is an inevitable "urban disease" in the advanced stage of urbanization.In a sense,the existence of this "urban disease" aggravates the urban ecological crisis and directly threatens the urban ecological security in China,which deviates from the people's livelihood development advocated by China.Urbanization is essentially the optimization of "human living environment",rather than the general meaning of spatial expansion and material structure.Urban ecological environment is directly related to the survival security of urban residents.When the natural ecological environment of a country,region or city can maintain its sustainable economic and social development,its ecological environment is safe.To create and protect the space for coexistence with nature,biology and environment,and to establish a harmonious and stable urban ecological environment are the foundation of modern cities,the source of development and the source of competition.The construction of urban wind gallery is based on the theoretical knowledge of urban ecology,urban planning and design to improve or reshape the urban wind environment,so as to realize the wind passing through the city.Construction of urban wind is introduced into China the new things,combining our country's basic national conditions,take its essence,to incorporate the city wind corridor construction in our country city planning,in order to realize urban air pollution prevention through construction of urban wind,at the same time,construction of urban wind is conducive to improve the urban ecological environment and promoting urban air flow capacity,ease the urban heat island,improve human comfort,reduce building energy consumption,realize the sustainable development of human beings.China has started the pilot work of building urban air corridors in hangzhou,Beijing and other cities.However,although relevant policies have been issued in various pilot cities in China,the study on the construction of urban air corridors is only in the preliminary planning stage.The construction of urban corridor is a time-consuming,large-scale and unique project,and there are many reasons that hinder its further progress.In the existing legal problemsmainly is the lack of related legislation,legal mechanism is not sound,this part of the solution must be based on the construction of urban wind has dual nature of environment protection and project construction,different from traditional means of environmental protection and project construction,only rely on the existing laws and regulations are not sufficient to solve the conflict of legal protection of urban wind construction,public participation and so on.The construction of urban air corridor should not only be based on the improvement of the current legal establishment,but also focus on the deviation of the implementation of normative documents by government functional departments in the process of law implementation.It is of great significance to promote the construction of urban air corridor to objectively and correctly view the deviation of the implementation of normative documents by government functional departments.To do this,select the topic for research,the main legal issues in the construction of urban wind are studied,and the improving Suggestions to these problems,in order to can through this paper to further promote our country's urban wind corridor planning and construction,improving urban ecological environment and realize the law of air pollution prevention and control of a meager force.
