With the development of the times,the performance appraisal system suitable for the development of enterprises has been paid more and more attention by the management;as an important management method,the performance appraisal can better understand the management situation and development status of enterprises according to the appraisal results,can promote enterprises to establish self-restraint mechanism,improve management level and enhance the competitiveness among peers,and realize the strategic objectives as soon as possible.Small and medium-sized enterprises lack of experience in the application of performance appraisal tools.The emergence of balanced scorecard provides important strategic management tools for small and medium-sized enterprises.This paper studies the application of Balanced Scorecard in the performance appraisal of XC company.Combining theory with practice,this paper uses literature review,questionnaire survey,interview,analytic hierarchy process,index analysis,Delphi method and other methods to explore the application and implementation effect of Balanced Scorecard as a strategic management tool in small and medium-sized enterprises.In this paper,XC company,a natural gas company,is taken as the research object to investigate and analyze its assessment status.Aiming at the problems and shortcomings in performance assessment,a performance assessment scheme based on Balanced Scorecard is designed to improve the performance assessment level of XC company.Firstly,it expounds the related theories and common methods of performance appraisal,including target management method,enterprise key performance index method,360 degree performance appraisal,balanced scorecard,etc.;secondly,it makes full investigation on XC company through questionnaire survey and interview,analyzes the existing problems and reasons of its performance appraisal;then,it compares several common performance appraisal methods based on the characteristics of XC company According to the advantages and disadvantages of the method,the balanced scorecard is used as a new performance appraisal method.The key point of this paper is to design the new performance appraisal scheme of XC company based on the balanced scorecard,work out the implementation process of the performance appraisal system and implement the safeguard measures,and complete the trial operation of the appraisal by collecting data.The core content of this paper is to build the index system and weight of all levels suitable for the characteristics of XC company based on the characteristics of the natural gas industry and the primary stage of the enterprise development Finally,the performance appraisal system of the balanced scorecard is summarized and prospected in order to further study the system.
