The Impact Of Environmental Regulation On The Quality Of China's Economic Growth

China's economy has achieved rapid progress after the implementation of the policy of reform and opening up in 1978,but there are bound to be many problems behind such a rapidly developing economy,such as the deterioration of the quality of the ecosystem.This makes the government realize that it is not desirable to pursue the speed and scale expansion blindly.Instead,we should pay attention to the quality of economic growth and make steady progress.Therefore,China has put forward the concept of a new normal economy,promulgated a series of policies and regulations on environmental protection,and strengthened the governance and protection of the environment.Most of the previous literatures analyzed the impact of environmental regulations on the overall rate of economic growth,and are paying more and more attention to the quality of the economy.Research on the relationship between environmental regulation and quality of economic growth is necessary.This paper first discusses the background and related literature review,followed by the contents of environmental regulation and economic growth classification,measurement,and then analyzes the impact mechanism of environmental regulation,and understands its inherent mechanism,and discusses the mechanism from the perspective of "cost effect" and "compensation effect" and short-term long term respectively.Then,based on the theoretical mechanism,we conduct an empirical analysis from two perspectives: static and dynamic panel models,and finally,conclusions and suggestions.For the measurement of the quality of economic growth,this paper constructs an evaluation system,which includes thirty basic indicators,namely,labor productivity,innovation input,industrial structure,regional sharing,pollution emissions and unemployment rate.Based on the system,the 30 provinces and cities in 2007-2017 years(because of the lack of data in Tibet area are abandoned.The data were processed by entropy weight method,and the total quality index and sub index of economic growth in each province were obtained.The economic growth quality was taken as the dependent variable,the intensity of environmental regulation as the core variable,and the human capital,the government expenditure level and the urbanization rate as the explanatory variables,respectively,from the static and dynamic angles.From a static perspective,environmental regulation is not conducive to the improvement of economic growth quality and the overall model is not significant.From a dynamic perspective,environmental regulation is conducive to improving the quality of economic growth.At the same time,considering environmental stratification,the environmental regulation has a positive effect on the optimization of economic structure and the harmony of the ecological environment,and the regression coefficient is more significant,which has no significant impact on the other three levels.Environmental regulation has a significant effect on the quality of economic growth.The proposal is first related to environmental regulation.Local governments need to have a long-term plan for environmental protection,formulate regulatory policies that are consistent with the local economic level,promote system building,improve execution efficiency and increase the intensity appropriately.First,introduce other relevant laws and regulations to promote the sustainable development of high quality economy.We should vigorously promote the development of green industries and continuously enhance the capability of independent innovation..
