Environmental Regulation And The Quality Of Economic Growth In China

In the past,The extensive development of Chinese economy has always been accompanied by the emergence of environmental problems.In order to cope with the severe environmental situation,the governments environmental regulation on enterprises is increasingly strengthened.The impact of tightening environmental regulations on the economy is a problem that policy makers must consider.The existing theoretical research in academic circles generally focuses on the impact of environmental regulation on the quantity of economic growth,ignoring its relationship with the quality of economic growth.By dividing the dimensions of economic growth quality,this paper explores the mechanism of environmental regulation on various levels of economic growth quality,so as to achieve a more organic combination with the quality of economic growth.This not only broadens the existing research scope,has certain theoretical significance,but also makes this article have important practical significance.Based on the current characteristics of China's economic operation,this paper divides the quality of economic growth into five dimensions:the transformation of power mechanism,the optimization of economic structure,the harmony of ecological environment,openness,stability and sharing,and the happiness of people's lives.Considering the cost paid by environmental regulation,this paper uses the ratio of regional cost tonational cost to measure the intensity of national environmental regulation.The measurement results show that: The quality score of economic growth of provinces and cities in the eastern region can be divided into two groups,the first group is composed of Beijing and Guangdong,and the second group is composed of other provinces and cities.The central region is quite different from the eastern region.The quality scores of economic growth in different regions have little difference and the overall change trend is the same.The quality scores of economic growth in the western region combine the characteristics of the eastern and central regions.The overall score difference is not big and the change trend is the same from 2008 to 2009.The two groups are distributed from 2009 to 2015.The first group consists of Chongqing and Gansu provinces,and the second group consists of the remaining seven provinces and cities.At the same time,the intensity of environmental regulation has certain rules.The intensity of environmental regulation in the central region is higher than that in the eastern region and lower than that in the western region.At last,this paper selects the data of 29 provinces and cities in China from 2008 to 2016,empirical Analysis with DEA Model and System GMM,and use the Threshold Regression Model is used to analyze the Threshold Effect of Environmental Regulation on the Quality of Economic Development.Generally speaking,Judging from the regression results,environmental regulation hasindeed significantly improved the quality of China's economic growth,but the promotion effect is different among the eastern,central and western regions.Environmental regulation promotes the quality of economic growth in central China more than in eastern China,and less than in western China.Through the regression of threshold effect,the result shows that the effect is double threshold effect,and the threshold values are 0.715 and 0.818 respectively.When the intensity of environmental regulation is lower than 0.715,environmental regulation has an inhibitory effect on the quality of economic growth.When the intensity of environmental regulation is higher than 0.715 and lower than0.818,the inhibitory effect of environmental regulation on the quality of economic growth is reduced.When the intensity of environmental regulation is higher than 0.818,the quality of economic growth will be promoted by environmental regulation.Based on the empirical results of this paper,the following suggestions are put forward: In order to implement the concept of green development effectively,The government should promote the integration of environmental regulation and the Optimal Upgrading of Low and Middle-end Industries,improve Environmental Regulation Intensity in Central and Eastern Regions,and accelerate the implementation of market-oriented environmental regulation.
