Research On The West-East Electricity Transmission Project Price Mechanism And Management Model

Power from west to east is an important decision which is taken by the CPC Central Committee and State Council to optimize the allocation of resources,promote economic structural adjustment.The networking brings considerable benefits provinces(regions)in the south.But at the same time,there is a problem that the interests are uneven distributed due to various reasons at present,which to some extent,affected the initiative of the parties in the power from west to east engineering,hampered the smooth implementation of the strategy.Therefore,in-depth analysis of the current pattern of distribution of benefits in the power from west to east engineering,look for underlying causes of the imbalance of interest.Study the coordination of the main interests of all parties and promote regional balanced development of the key issues,to promote the long-term sustainable development.Firstly,the paper sums up the achievements of power from west to east engineering since the implementation,measures the benefits distribution pattern objectively and analyzes the underlying causes of the imbalance of interest.Secondly,a estimation model of electricity transmission price are established.The reasonable electricity transmission prices under a single electricity price system and two-part electricity price system in "Twelve Five" period are analyzed respectively.Based on this,the need to optimize the price mechanism is put forward.Then the use of two-part electricity price system is discussed prospectively.And the use of two-part electricity price system will help control the electricity transmission company's earnings within reasonable limits,improve the utilization of the grid,and promote optimal allocation of power resources,will help guide investment of power plants,and is consistent with the reform direction of grid purchasing price and electricity sale price.Finally,according to the problems in the current situation of power from west to east,the paper makes clear of the direction of trade mode.Then the trade mode divided into the stage of the transition phase and the market trading phase is researched and designed in the future power from west to east.The proposals to strengthen the management and measurement of line loss management are proposed.The feasibility of introducing the financial leasing into the electric power grid construction project is analyzed.The models of net benefit in present value of finance leasing and loans are constructed to support the decision-making of the electricity transmission company.
