Study On The Spillover Effect Of Beijing-Shanghai High-speed Railway On The Regional Economic Development In Shandong

Taking the Beijing Shanghai high-speed railway as an example,the project is carried around three main contents.The first one is the impact of transportation infrastructure on regional economic development.The second one is the theory and measures of the spillover effect of the Beijing-Shanghai high-speed railway on the economic development of Shandong.The third one is countermeasures for promoting the economic development of Shandong region.As is reflected in theoretical analysis and empirical studies,basic facilities of transportation have the theoretical basis of promoting the development of regional economic reality.It will effect regional economic development through mutual promoting effect,interaction effect,external effect and so on.The effect on the economic development of Shandong consists of direct spillover effect,indirect spillover effect and negative spillover effect.The direct spillover effect includes passenger volume expansion effect,time value and space effect,etc.Indirect spillover effect includes freight point axis effect,consumption effect,construction and industrial effect,etc.In the empirical research,theoretical framework of this study follows the Feder model to divide the community into the railway departments and non railway departments.Then the direct and indirect effects of high speed railway on regional economy are deduced.In the following research we choose different time periods and geographical scope for empirical analysis.Through the comparison of the key parameters before and after the BeijingShanghai high-speed railway,the following conclusions can be drawn:(1)the BeijingShanghai high-speed railway to the area along the economy to promote the strong effect,spillover effect is positive,but because of the economic base,different resource endowments,around the city along the negative spillover effect;(2)the siphon effect and the substitution effect exists,the Beijing-Shanghai high-speed railway to spillover effect on the economic development of Shandong is negative;(3)the economic benefits behind the existence of the Beijing-Shanghai high-speed railway direct effect on economic development is negative,the general characteristics of the existing infrastructure,the negative impact of positive effect determines its spillover effect over the direct effect,the overall effect on the economic performance of the Beijing-Shanghai high-speed railway is.On this basis,from the promotion of urban image,optimize the traffic structure and soft environment,the implementation of dislocation development and the realization of the integration of complementary and other aspects of the construction of regional economic development strategy in Shandong.
