Research On The Development Path Of City-industry Integration About Town-level Small City In Shaanxi Province

Town-level small cities are the bridge between urban and rural areas,which can achieve a healthy population flow and contribute to the economic and social development of the entire region.Compared with ordinary small towns,town-level small cities play an important role in business development,employment,education and health facilities,infrastructure,and the absorption of rural surplus labor.The integration of city and city is a new idea to realize the “four modernizations” and the transformation and development of the urban economy in the new period.At present,small town-level cities are facing a crucial period of transition from towns to small cities.There are production cities with small scale of industry,weak population agglomeration,inadequate infrastructure,planned development,and imperfect land use autonomy.Realize the important task of new urbanization.The application of the concept of city-to-city integration to the construction of town-level small cities is undoubtedly a double insurance that promotes the construction of new urbanization.This paper aims to achieve the integration and healthy development of towns and cities in small towns in Shaanxi Province.It is based on four town-level small cities in the province: Zhuangli Town,Caijiapo Town,Hengkou Town and Daliuta Town,through field exploration and interviews with personnel.Ways to collect data to understand and master the basic conditions of the development of small towns;then use the analytic hierarchy process,coupled degree of coordination model to evaluate the integration of town-level cities in small towns,put forward the production of small towns in Shaanxi Province City integration sustainable development path.The main conclusions are as follows:(1)Small-scale towns in Shaanxi Province have small industrial scales and large space for urban development.The development process of town-level small cities in Shaanxi Province can be divided into four stages: market town development,industrial development,rapid industrial development,and regional overall development.Industry promotes urban space expansion and infrastructure construction,and urban supporting industry development is a benign model for town-level interaction between cities and towns;however,the current industry scale is generally too small to provide long-term effective support for the development of small cities;The construction of facilities and public service facilities is not in place and it is difficult to strongly support the orderly development of the industry.(2)The township-level small cities in Shaanxi Province are in the stage of antagonism in production and urban areas.The town-level integration of small cities and towns is essentially a harmonious and co-promoting state of the three cities.Its evaluation system includes three aspects of urban construction,industrial development and population level,with a total of 18 indicators.The evaluation results show that the four town-level small cities are in the phase of antagonism between production and urban integration.At this stage,there are major problems in town-level small cities: On the one hand,urban infrastructure construction is weak and it is difficult to sustain the sustainable development of the industry.On the other hand,the scale of industrial development is small and it is difficult to support the subsequent development of the city.(3)Build a dynamic system for the integration of two major cities in town-level small cities for urban construction and industrial development.The integration of production and townships in small towns in Shaanxi Province mainly focuses on industrial and urban construction.Therefore,a support system with functional composition,traffic guidance,facilities sharing,public transport,and ecological livability as the main content is constructed;at the same time,a dynamic system based on industrial development is constructed.Agriculture not only carries the function of food production,but also will function as an ecosystem.Refine the development direction of the secondary industry,expand the industrial chain,and accelerate the construction of industrial parks.At the same time,we must upgrade the traditional service industry and promote the development of the tertiary industry.
