Research On The Planning Strategy Of The Integration Of Industry And City In Weifang Characteristic Town

Characteristic town is an important link and practice platform for the integration of Rural Revitalization and new urbanization.The integration of industry and city in characteristic towns is an innovative path to bring the town with the city,promote agriculture with industry,and realize the complementary advantages of urban and rural functions.It emphasizes the integration and development of the three-level system of City Town Village in the perspective of industry agglomeration space and urban and rural areas,which is mainly reflected in the multiple and complex functions,the chain between industries,and the dynamic support of public service facilities and infrastructure,developed and constantly improved integrated development status.The purpose of this study is to study the multi-dimensional integration of characteristic town and city town village.Taking 27 Characteristic Towns in Weifang City as the research object,this paper discusses the planning strategy of the integration of production and city of characteristic town under the dual background of new urbanization and rural revitalization,which is conducive to promoting the industrial transformation and upgrading and the process of rural population citizenization,and has strong value of the times and practical significance.This paper establishes the research logic of "theoretical research framework construction characteristic research factor analysis planning strategy".First of all,based on the theoretical analysis of the integration development of characteristic town and city town village,the scope of industry city integration is defined as four aspects: industrial organization,functional layout,service facility configuration and infrastructure support,and the characteristic research is carried out accordingly;secondly,the ternary analysis framework of "market system society" is established to analyze the influencing factors of industry city integration;finally,it is not only clear The goal and strategy of the integration of industry and city are put forward,and the corresponding implementation suggestions are put forward.In the study of the characteristics of the industry city integration,it is mainly from four aspects: industrial organization and association,functional layout and interaction,public service facilities configuration,infrastructure support system.Industrial organization and association are mainly characterized by four aspects: leading industry type,industrial spatial and regional association,industrial organization mode and industrial occupation and residence Association;functional layout and interaction are characterized by internal functional layout,regional functional interaction and interaction between characteristic town and city town village;public service facility configuration presents hierarchy system disorder and facility layout The infrastructure support system includes the characteristics of road network,transportation system and municipal facilities.In the aspect of influencing factors analysis of industry city integration,based on the three-dimensional analysis framework of "market system society",market factors are regarded as the leading factors affecting industry city integration,which mainly involve the characteristics and comparative advantages of leading industries,the upgrading and adjustment of industrial structure,and the division of labor and the expansion of chain;institutional factors mainly involve the implementation subject and function positioning Fuzzy,multi-dimensional coordination and implementation difficulties,unbalanced investment in infrastructure construction,as well as insufficient incentive policies and supervision mechanisms,etc.;social factors mainly include inertia industry city integration involves five aspects of integration strategy research,such as "goal setting-Industrial Organization-functional layout-Public Service-infrastructure".Among them,in terms of goal setting,the goal of industry city integration of characteristic towns is formulated from three dimensions of "industry,space and society";in terms of industrial organization,the five characteristics of diversified leading industry selection,functional orientation under urban-rural relationship,chain development of industrial organization,three chain reconstruction,establishment of "new six industries" mode and localization of "housing employment" balance are constructed In the aspect of function layout,it puts forward three kinds of diversified and compound function layout strategies: building a city town village integrated space model,dividing characteristic town units with composite functions,and diversified organization forms of functional units;in the aspect of public service,it constructs the classified configuration of public service facilities,the sharing mode of public service supply In terms of infrastructure,the paper puts forward four strategies,namely,building a hierarchical urban-rural road network,a urban-rural integrated public transport system,a resilient municipal infrastructure system,and an intelligent town information system.Then,the paper puts forward three aspects of planning implementation and guarantee suggestions,which are establishment mechanism,element guarantee and operation system.Finally,the main conclusions,possible innovations,shortcomings and prospects of the research are summarized.
