Along with social economy development,urbanization process step is speeding up,urban development demand for energy is increasing,and thus triggered a series of environmental problems.Energy planning as an important part of urban construction,closely combined with urban planning,charged with city energy reasonably stable supply,improve urban ecological environment status and urban residents living standards and other important tasks.This paper is based on regional energy planning model and the characteristics of the typical ecological city energy development research at home and abroad,puts forward the theory of regional energy planning system,clearly define the scope of energy planning,from the form of planning,the nature of urban planning,the connection between energy planning and urban planning,to achieve the optimal allocation of energy in the region.On the basis of theoretical research has established the calculation model of regional energy planning and goal programming model.Calculation model mainly include:Regional traditional sources of energy,renewable energy and secondary energy resources potential evaluation;To meet the energy supply and demand balance,forecasting calculation of energy demand,using different methods to estimate the building load of construction land;Choose energy system accord with the characteristics of regional energy development,make development plans and potential analysis for each type of system;Building energy system index evaluation system,select specific indicators in terms of the sources of energy,economy and environment for regional energy system,and it provides the data support for the establishment of the goal programming model.Goal programming model from energy demand,investment,environmental bearing capacity three aspects to consider,select energy consumption intensity as the aim of energy subsystem parameters;Total consumption of energy supply system as the aim of economic subsystem parameters;Carbon emissions as the aim of environment subsystem parameters,and set up a file in the Liao waterfront ecological residential district planning project for the specific research object,construct objective functions and constraint conditions,the model is solved using the method of multi-objective programming,achieving the optimal allocation of regional energy.Panjin Liaobin waterfront ecological residential district energy supply way use the integration of centralized energy system and distributed energy system,introducing gas turbine engine cold,heat,electricity trigeneration system to realize the centralized area for cooling and heating,and add a variety of distributed energy system,increasing the ratio of renewable energy in the energy consumption structure.The region coal consumption reduced 54498 tons of standard coal,outsourcing power reduced 7974 tons of standard coal,renewable energy use is 10407 tons of standard coal,accounting for 11.5%of energy consumption structure,carbon dioxide emissions of 123617 tons,reduce 8020 tons of carbon dioxide,the reduction rate was 10.2%.This paper about the regional energy calculation model and research contents of goal programming model for the future urban area actual energy planning work has a guiding role,in this paper,all kinds of statistical analysis of data can be set up a file in Panjin Liaobin waterfront ecological residential district energy planning to provide a reference basis.
