Study On Evaluation Index System For Old Community Renewal Combined With Energy Efficiency Retrofit

The energy efficiency retrofit of existing residential buildings in China’s northern heating regions has been implemented for a decade.Based on this program,some regions promoted old community renewal.Not only building energy efficiency retrofit but also environmental beautifying,infrastructure maintenance and property management reformation are included.The old community renewal has already been one of the most important livelihood program.Present situation and problems of the old community renewal with energy efficiency retrofit of existing residential buildings have been summarized in this paper.Also the process of the old community renewal is rapid,the following problems are severe.The renewal contents are various in different regions,not satisfying demands.The quality is good and bad intermingled.Long-term mechanism is difficult established.Regulations of the old community renewal are different.So evaluation factors are of great significance to regulate renewal contents and improve retrofit standards.An evaluation system based on Delphi Method,Analytic Hierarchy Process and Fuzzy Evaluation Method was proposed for the heat metering and energy efficiency retrofit of existing residential buildings in northern heating regions in China.Technical points and economy factors were included as the first level of evaluation factors.Quantified factors were proposed and weights were calculated based on the importance degree.Based on the above evaluation system,an evaluation system for old community renewal was proposed.Energy,economy,society and environment have been taken into consideration.The evaluation factors were proposed based on renewal contents.After weights calculation,the evaluation system is suitable in leading and ordering promotion of old community renewal.Cases were illustrated at the end of this paper and policy suggestions were proposed.
