At present,vehicles are growing rapidly in most typical cities in China.By the end of June 2017,the number of cars in 42 cities exceeded 1 million.The rapid increase in the number of urban.vehicles caused traffic congestion.It caused the deterioration of environmental issues such as haze and noise pollution.In this paper,domestic and foreign policies have been studied in depth.The difficulty in rebuilding the road network,the curing of the priority idea of public transportation and the single mode of collecting congestion fee have been found.For the existing situation,this paper proposes a new strategy to classify the road network and dynamically adjust the reward and punishment fees based on the road conditions information,taking the global travel time as the optimal criterion.The content of this strategy is as follows.First,according to the network structure,it is divided into three parts:congested area,secondary congestion area,and non-congested area.The traveling vehicle collects congestion fees in the congested area and the secondary congestion area,and provides incentive fees for driving in non-congested areas.Then,according to the average traffic flow density in each region,multiple reserve rewards and punishments are generated,and the optimal rewards and punishments are selected according to the optimal rule of the global travel time.The innovation of this paper are as follows:1.Introduce the concept of the cost of reward and punishment in the subregion according to the road conditions.The cost of rewards and penalties is determined by road conditions,road properties,and historical traffic data.It not only collects fees in congested areas,but also rewards travelers in non-congested areas.It can also exert economic leverage and serve the purpose of equalizing taffic flow.2.Putting global optimization as the pricing criterion.Based on the user optimal strategy,it is easy to cause agglomeration effect and cause congestion area transfer.The pricing of rewards and penalties based on the global optimal criterion is stochastic,which can avoid such effects.The main work of this paper includes the research of combination positioning technology,the design of reward and punishment strategies based on global optimization,and simulation analysis of the improvement of road conditions under the simulated road network.Summarizing the results of simulation experiments,when 40%of the vehicles in the road network can travel with reference to the rewards and punishments strategy presented in this paper,they can achieve the goal of equalizing traffic flow in the road network.
