Research On The Influence Of China’s Differential Price Policy On Electricity Consrumption Intensity

The differential electricity price policy is aimed at different industries’ demand for electric power products and implements the corresponding electricity price sales methods.Through the implementation of differential tariff policies for high-energy-consuming industries,with a view to curbing the blind expansion of high-energy-consuming industries and improving production technology and equipment renewal,the overall power consumption intensity of high-energy-consuming industries will be reduced,overcapacity and backward industries will be eliminated,and the industrial structure will be optimized.However,few scholars have studied the impact of differential tariff policies on the power consumption intensity of high-energy-consuming industries.Most scholars have concentrated on the internal factors that influence the intensity of electricity consumption,such as economic growth,industrial structure,and technological innovation.Therefore,the study of the net effect of differential electricity price policy on electricity consumption intensity has become an urgent need for further exploration.This paper first elaborates the background and significance of studying the effect of differential electricity price policy.It reviews the summary of foreign and domestic scholars’ research on differential electricity price policy and finds that foreign scholars have relatively few researches on China’s differential tariff policy and lack the application basis.The same domestic scholars study the differential electricity price policy only in theoretical research,and there is little empirical research.Most scholars focus on endogenous factors such as industrial structure,economic growth,and carbon emissions.Therefore,this paper empirically studies the effect of differential electricity price policy in order to make up for the gap in the study of the basic effects of differential electricity price policy.This article focuses on the discussion of differential electricity price theory,introduces the theoretical basis and related concepts of the implementation of differential electricity price policy in detail,systematically elaborates the implementation targets,principles and objectives of differential electricity price policy,and provides reference for the subsequent articles to select differential electricity price groups.At the same time,the intrinsic relationship between differential electricity price and electricity consumption intensity is analyzed from the theoretical and qualitative perspectives.The theoretical and qualitative perspectives of electricity consumption intensity from the perspective of industrial structure and technological innovation of differential electricity price policy are studied,and the feasibility of this study is proved theoretically.This paper constructs the difference-in-difference method(DID)to study the impact of differential electricity price policy on electricity consumption intensity,and builds a multivariate regression model to study the impact of industrial structure and technology innovation on electricity consumption intensity after the implementation of differential electricity price policy.It is found that: differential electricity price policy has a significant positive effect on the reduction of electricity consumption intensity;the impact of differential electricity price policy on electricity consumption intensity is lagging behind;the marginal effect of differential electricity price policy on electricity consumption intensity shows a steady state;and industrial structure and technological innovation generate electricity consumption intensity together.Negatively,technological innovation has a positive effect on the industrial structure.Finally,it concludes the conclusions of previous studies,and at the same time,it also reflects on the deficiencies of the thesis research: time span problem,industry classification problem and method research issues,and suggestions for follow-up research work.
