A Study Of Urban Planning Management And Control System Of Sponge City In Zhuanghe, Dalian

Since the reform and opening up,city of China have developmented rapidly,the scale of city continue to spread,and the green space become less and less,the artificial construction of impervious surface such as hardened pavement,the roof and so on,gradually replace the natural permeable pavement,the natural hydrologic cycle has been changed seriously,it cause urban waterlogging and other serious problems.Our government attaches great importance to the urban problem in the phase of the transformation and upgrading of the urban system,promotes the construction of ecological civilization to the height of the overall layout and places it in a prominent position,integrates into all aspects and the whole process of political construction,economic construction,social construction and cultural construction.Scholars from all walks of life in China have put forward the concept of "sponge city" to solve the problem of rain and flood and rainwater pollution.With the construction of pilot cities,relevant theories and researches are more and more extensive and in-depth.However,there are still a lot of problems in the process of the actual implementation of the planning of the sponge city.For example,the understanding of the sponge city is one-sided,the planning idea is not clear,the implementation is poor,the management and responsibility are not clear,and the technical method is not standard.The root cause of these conditions lies in the disintegration of the planning of the sponge city and the urban planning at all levels,and the defects in the planning and control system.The purpose of this paper is to sort out the contents of the master planning,regulatory planning and constructive-detailed planning in the sponge city planning and urban planning system.Combined with the specific planning and control measures,formed a relatively complete sponge city planning management system,to ensure the sponge city concept implemented in at all levels of planning,ensure the sponge city planning accurately implemente in space.At this stage,the research on the management and control of the spongy city is mostly on the level of system management,but it is clear that the content of convergence between spongy city planning and traditional planning system is an important factor to ensure the more landing of sponge city planning,and it is also an important way to improve the scientificity of traditional planning.We should expand the content of planning control system,and try to analyze problems from a higher perspective,in order to provide some reference for future related research and practice.The thesis is mainly divided into five parts: introduction,theoretical basis and case reference,research on management and control system of spongy city planning,case study and conclusion.In the first chapter,the introduction mainly expounds the background,purpose and significance of the study,the research progress at home and abroad,the research methods,the framework and the content of the research.The second chapter mainly expounds the reference significance of the theory of the pastoral City,the theory of low impact development,the theory of green infrastructure and the theory of sustainable development for our country.This part summarizes and analyzes three specific cases of Xiamen sponge City special planning,Hulun Beier central city sponge City special planning,Singapore's "two big plans",and the significance of Dalian Zhuanghe sponge city planning and management system.The third chapter studies and analyzes the sponge city planning and management system from the macro level of the overall planning,the middle level of regulatory detailed planning,and the micro level of construction detailed planning.In the existing urban planning system,ensure the content related to the sponge city,and supplemente the new related contents of the sponge city.At the macro level of general regulation,the emphasis is on the integration of sponge concept,the determination of construction goals,and the ecological construction of the whole urban spatial pattern.The protection strategy of urban natural ecological space is put forward,and the overall index and the key point of short-term construction are determined.In the regulatory control of the intermediate level,we should break the overall goal,refine the sponge city control index,the index of land control,cohesion and regulatory control system,and coordinate the road green space and water content,so that the construction of the city of sponge towards normalization control.At the micro level,we should strengthen the research on the analysis of land use planning,analysis of rainwater flow and path within the reasonable planning,site layout,vertical design,green design,scientific arrangement of sponge city facilities,to further refine the relevant control indicators,and strengthen the sponge facilities construction and operation of late review work,to guide the specific development.The fourth chapter mainly discusses the example of the planning management system of the spongy city in Zhuanghe City,Dalian.At the macro level,we should fully combine the concept of the sponge City,clear the overall city index,put forward the overall layout of the land and the related requirements,and implement the urban sponge system.At the middle level,the overall index is decomposed,and the specific control targets and requirements for the construction of sponge cities in each block and the specific requirements for the adjustment of the layout of the land have been specified.At the micro level,we should further clarify the guiding contents and recent construction projects of different types of land use.According to the special needs of Zhuanghe City,Dalian city to solve the problems,such as the black and odorous water treatment,soil freezing and thawing,soil salinization,tidal backwater.It puts forward specific control measures including system construction,organization guarantee,technology standard system,monitoring andperformance evaluation,financial support and emergency management system.The paper expands the content of the planning and control of the sponge city.The study on planning and control at this stage focused on the management measures,this paper tries to analyze the problem from the two aspects of planning and control measures,the levels of city planning and city planning explicitly included in the content of sponge connection control system,summarizes the content of planning management system more perfect.The feedback effect of the plan of the sponge city on the traditional city planning is put forward.Relieving misconceptions that the planning of the sponge city is a complete new plan,increasing the difficulty of urban construction and costly.Make clear how to link up and implement the related requirements and indexes of the sponge planning,and to put forward the methods to ensure the concrete implementation when the planning at all levels are in the new compilation and revision.It can provide methods and strategies for the accurate implementation of the sponge city planning in space and provide some reference for future sponge city planning research and practice.
