Study On The Construction Of "Sponge City" Based On Urban Management

" Sponge City" is one of the sustainable urban development modes with focus on the stormwater management."Sponge City" gives full play to receive,sustain,and slow-release the stormwater by buildings,roads,city green belt and water system.Urban planning and construction management helps to control rainfall runoff,realize the natural water storage,infiltration,and purification.As a developing country,fast urbanization is accompanied by inner inundation.Chinese government assigns the task to build "Sponge City" based on its complex geographical and climate characteristics,taking full advantage of long history of water culture,and international state-of-art technologies on stormwater management.Haikou,a city suffering from stormwater logging as many other inland cities,has come up the idea of "Sponge City" On Aug.20.2015,the party committee of Haikou City has passed "Haikou City reform proposal for multiple planning integration".The proposal clearly states that taking full advantage of "Sponge City",urban synthesized pipe gallery,underground space and forms an integrated layout of intense and efficiency industrial space,cozy residential space,and picturesque ecological space.Since the beginning of 2016,Haikou City begins to develop the "sponge city" and systemically studies the urban waterlogging and draining,and has found that the inland inundation results from landfill of city water system,unreasonable draining system,vulnerability of flood tide and so on.During the development of "Sponge City" of Haikou,the city controls the city waterlogging through the development of the synthesized underground pipe gallery,the control of the Mei-She river,development of the Feng-Xiang wetland park,and the sponge-like Chang-bing road.The key ideas are to increase the purification,storage,and infiltration of the urban water resources,to improve the quality of the urban water resources,and to make use of the stormwater resources based on the natural and ecological methods,The natural controls can improve the urban water ecology and bring city residents more natural ecology space.
