Selection Of Economic Means For Urban Stormwater Management And Scenario Simulation

Urban water issues are very important to urban safety.Rainwater in the city cannot infiltrate naturally due to the hardening of the urban surface,resulting in insufficient conservation and replenishment of urban groundwater resources.Urban precipitation is mixed with pollutants from the environment,which damages the urban water environment.The large increase in surface runoff due to the disorderly discharge of urban rainwater leads to a sharp increase in the risk of urban waterlogging.The work of managing urban rainwater is rainwater management.Rainwater management includes engineering technology and other aspects,as well as important economic means of rainwater management.Only collaborative governance can improve the effect of urban rainwater management.Through the construction of sponge city,urban rainwater management and economic measures of rainwater management have a greater role.The economic means of urban rainwater management mainly include the rainwater utility fee system and rainwater discharge incentives.Among them,the rainwater utility fee has a precedent in developed countries such as the United States.my country has not established a relevant system,and relevant research has only stayed in system description,algorithm design,etc.In the initial stage,whether the rainwater public utility fee method or the rainwater discharge incentive method is more suitable for my country's current national conditions is still inconclusive.How to implement rainwater management economic methods in my country according to local conditions also lacks policy design,and specific empirical research is also due to the lack of my country.Local cases can only stay in the stage of scenario simulation,and the above problems need to be further explored.By sorting out and reading relevant foreign literature and public information on government websites,this paper sorts out the main development context of rainwater management economic means based on rainwater public utility fees,including foreign charging algorithms,collection methods and objects,and system diffusion.The applicability of the two methods is compared by setting one goal and three principles through non-model methods,and the application of the two methods in my country is analyzed and studied by the method of evolutionary game model.Compared with rainwater discharge incentives,it is more suitable for my country's national conditions,and it is more able to achieve the purpose of rainwater management in my country,and is more conducive to solving urban rainwater problems.Finally,taking Beijing as an example to conduct a scenario simulation,it is analyzed that the rainwater public utility fee system has good feasibility and applicability in some cities with good infrastructure conditions,developed economy and prominent urban rainwater problems in my country.Conclusions of the pilot stormwater utility fee.Finally,this paper gives some relevant policy suggestions on stormwater management and economic means of stormwater management.It mainly includes establishing and improving the relevant laws and regulations on rainwater management to provide a legal basis for the economic means of rainwater management in the future;establishing and improving policies and operating mechanisms for rainwater management,and coordinating and cooperating in various ways to make rainwater management more effective;continuing to promote the construction of sponge cities,Provide basic guarantees for rainwater management and solving urban rainwater problems;cities should formulate rainwater management economic measures policies that are in line with the city's development characteristics and are highly targeted and applicable to solving the city's rainwater problems according to their own urban characteristics.
