Formulating the scheduling of reservoir in flood recession period reasonably can increase the benefits of impounding.As in the transitional stage of the flood to non-flood season,and flood control,impounding and many other factors involved,the operation of reservoir in flood recession period is the emphasis as well as the difficulty for reservoir management,bi-level programming(BLP)theory can describe and solve the operation problems commendably in flood recession period,the primary contents of the paper are listed as follows:From the viewpoint of the full use of water resources,the related researches about impounding water in advance and BLP were reviewed,and generalized the research thought and textual research contents.From the research of the main reservoir management body and stakeholders,reservoir scheduling rules and domestic large reservoir scheduling rules,this part analyzed the scheduling systems of large-scale reservoirs in our country and pointed out that the multiple decision makers in the process of reservoir scheduling conform to the characteristics of BLP.It also indicated that the flood control dominates and other targets shall be subject to the flood control.At last,taking the Danjiangkou Rservoir and Three Gorges Reservoir as an example,this part produced how the scheduling systems implement in the actual operation.This part introduced the basic theory of bilevel programming,and established a new partial cooperation model by overall satisfactory degree as well as put forward a optimization model to select the equilibrium solution by the decision-making mechanism.Through solving the numerical example,it proves the feasibility of the index of cooperation and the optimization model.This part took Danjiangkou Reservoir as the research object,analyzed its advanced storage scheme.Because the flood of the autumn season is smaller than the summer season's,we can adopt an early storage strategy.Based on the analysis of hierarchy structure,it set up a bilevel programming model consisting of the upper model for flood control and the lower model for impounding for Danjiangkou Reservoir,and gave the coordinating solution by the optimization model.Through the flood routing in accordance with the optimizing scheduling rule,the results found that the average level at the end of the flood season increased by 0.8m.Although the flood risk increased,the flood standards of different levels were not reduced,so we thought the optimized scheduling scheme is feasible.This part took Three Gorges Reservoir as the research object,analyzed its advanced storage scheme.By calculating and analyzing the long series runoff,the flood of Three Gorges Reservoir in flood recession period is much smaller than the main flood season in magnitude,small and median flood occurs frequently under the rules of exiting scheduling,at the same time the water level of areas of lower flood control ability has long been at super alert.Based on the above analysis and research,this part established a bilevel programming model consisting of the upper model for flood control and the lower model for power for Three Gorges Reservoir,and gave the solution of optimistic,pessimistic and partial cooperation model.Through the flood routing in accordance with the optimizing scheduling rule,the results found that the optimization scheduling scheme can restore the actual scheduling decision-making process,ensure the status of each decision maker,and ensure the effectiveness of each scheduling objective.It also proved that the optimizing scheduling can efficiently held flood storage and strengthen the control of small and medium flood.Comparing with the 09 Optimal Scheduling and the Cascade Scheduling scheme,the optimal scheduling scheme has increased the annual output by 0.91 billion kw-h and 0.16 billion kw-h respectively.The annual average water consumption is reduced by 1.17 m3 and 0.54 billion m3 respectively,and the utilization rate of water resources is improved.
