In recent years,most of the central and eastern parts of China have been suffering from severe haze and fog weather,demonstrating that China is far from being in a position to work on energy conservation,emission reduction and clean energy.In January 2017,the National Energy Administration released "2016 Wind Power Grid Operation":curtailment of wind power whole year totalled 49.7 billion kWh,the national average curtailment rate as high as 17%.In recent years,with the promotion of national policies,many pilot projects have been carried out to use the winter night?time wind power for clean heating in the country and formulate implementation plans and policies and measures according to local conditions.In order to solve the problem of severe curtailment problem in the "Three Norths"region of China,under the background of adopting the measures of retrofitting storage tanks in the thermal power plant,this paper seeks the method to make both the thermal power plant and the wind farm at the same time.First of all,this paper introduces the working principle of combined heat and power unit and thermal storage equipment.Furthermore,according to the status quo of power reform in China and the progress of power market,this paper proposes a power market operation mechanism suitable for China's "Three Norths" thermal power revamp project.Finally,the capacity planning model of heat storage tank based on game theory is constructed under various application scenarios,and the specific solution method and calculation flow of various models are given.The results show that the heat storage device can indeed increase the flexibility of the thermal power plant,which can effectively eliminate the curtailment.Only by scientifically planning the capacity of heat storage equipment and rationally formulating peaking power price can we ensure that the benefits of both parties are reasonable and further develop and implement the project of eliminating wind and heat dissipation.The method and conclusion of this paper can provide references and basis for thermal power companies and wind power companies on whether to carry out flexible thermal power projects,which power trading methods should be used between companies,and to plan thermal storage capacity and to formulate peak-regulating power tariffs.
