At present,China's provincial power transmission and distribution price reform has come to an end.However,the current round of transmission and distribution price reform is paying more attention to the establishment of pricing mechanism and the conversion of regulatory model for the transmission and distribution costs.The method of cost allocation and pricing is less intrusive.The current pricing method is based on post stamps theory and the main consideration is the smooth transition from the existing price system to new price system.However,this method can't provide the position signal.Some provinces in China have serious problems of uneven distribution of generation resources and load.And users need to be guided through price to reduce the need for long-distance transmission.Therefore,this paper mainly studies the method of zonal transmission pricing,which provides reference for setting up zonal transmission pricing mechanism in our country,guides users to site selection and promotes the optimal allocation of grid resources.Firstly,this paper widely review the literature about the transmission pricing method at home and abroad,especially the zonal transmission pricing method.Then,this paper researches the transmission cost structure,characteristics,classification and apportionment principle.Combined with the analysis of transmission and distribution price signals.Then,this paper summarizes the general steps of the zonal transmission pricing method,and at the same time makes a comprehensive comparative analysis of zonal transmission pricing methods in Britain and Australia.The differences and advantages and disadvantages of ICRP and power flow tracking in price signals are analyzed and compared by the formula deduction and verified by IEEE 14-bus system.In general,ICRP can reflect the distance between load nodes and power generation concentrated area and can stimulate reverse power flow,but it can not reflect the utilization of network.The power flow tracking method can reflect the same position signal as ICRP only under the special assumption.This method can not motivate inverse trend,but it can allocate the used part of the cost more reasonable.On this basis,this paper combined with the advantages and disadvantages of ICRP and power flow tracking method and design a new zonal transmission pricing method.According to the characteristics of transmission cost,the allowable revenue is divided into public cost,network security cost,used transmission cost and residual transmission cost.For the different types of transmission cost,this paper adept different pricing method to reflect the different characteristic of various transmission cost.The used transmission cost is allocated by the power flow tracing method to reflect the usage of existing users.The residual transmission cost is allocated by the ICRP method and provides effective position signal to guide the user's site selection.Combined with the user's demand for reliability,the network security cost is allocated by post stamp pricing method.The common costs are equally allocated to all users.By comparing with the current transmission pricing method in our country,this paper proves that the new method can effectively provide the location signal and allocate the transmission cost more fairly and reasonably.
