It is a crucial issue in framing transmission pricing scheme that overallconsideration is given to both fairness and economy based on the recovery of cost,which is a critical part in the establishment of wholesale electricity market, theaccurate reflection the network’s operating conditions, the promotion and theadvancement of consumer utility, the guidance of transmission investment and etc.Although the allocation methods are currently available in many different types, thereis no expected option to meet priority to efficiency, objectivity and operability of thetransmission pricing principles.In order to improve the fairness, economy and maneuverability of transmissionpricing, in this paper, according to previous related analysis and summary, togetherwith background research work, research has been made in the calculation method oftransmission cost based on two electricity systems pricing model. In terms of thereclassification of existing transmission cost and designing the corresponding methodof calculation, a creative transmission pricing scheme has been made by puttingforward the model of the capacity cost of an integrated pricing and the cooperativegame theory of electricity cost usage, which has good value for the insurance balanceof payments, fine economic signals and high accuracy.Based on existing pricing model and the transmission cost calculation method, inthis paper, research work mainly carried out as follow:1. Probing has been made in nonlinear theory in the electric power industryapplication based on in-depth analysis of transmission category and service, by theclassification of existing transmission costs and their characteristics, which providesthe basis on selecting next appropriate method.2. Systematic analysis has been carried out with the meaning, advantages,disadvantages and applicability of existing transmission pricing models. According tothe characteristics of China’s electric power market situation, this paper creativelyputs forward the use of integrated pricing to compute the capacity cost.3. By the unique use of Shapley value, the cost of electricity is modeled usingcooperative game theory. The main process contains regarding course of providingservices to users in transmission network as a cooperative game, with power vested indissipative slip component and the establishment of Thevenin equivalent network, considering the impact of active and reactive power flow, allocating the loss to allUsers (power node and load node).By the simulation of220kV main network in a certain province, the advantages ofcost-sharing capacity of both power flow tracing method and long-run marginal costmethod are verified, which can be described as the uniqueness of variablecost-sharing, fair and reasonable recovery of full cost, fine economy signal,enhancement of allocation accuracy and adaption of user’s understand andacceptance.
