However,because of single kilometer cost about China’s urban rail is higher, and most of the construction funds are derived in local government, and local government finance can’t afford such a large investment in the construction, so funding has become the primary factor that limited the rapid development of urban rail transportation in China. Build-Transfer can largely promote the development of city infrastructure construction in China.
