In recent years,as the rapid progress of urbanization of our country and the increasing energy consumption in building sectors, the development of district energy planning is widely popularized with the concept of low-carbon environmental protection in many countries. In the 2015 climate conference of Paris,China proposed the following targets: the amount of CO2 emissions should be reduced by 60% to 65%in 2030 compared to that in 2006.The reduction of CO2 emissions can be achieved through the rational planning of energy systems. In this paper,Ma’anshan No.2 High school is taken as a case study to investigate dynamic load features of the buildings by the simulation analysis of building energy demand and supply side.An optimal energy system allocation scheme is therefore proposed based on low carbon sustainable design ideology.First of all,the concept and basic theory knowledge on regional energy planning,in particular, the concepts of region, energy and planning, are explained respectively.Three principles for regional energy planning need to be taken into account, including adjusting measures to local conditions, keeping the balance of supply and demand side and ensuring security supplying.Meanwhile, the detail steps of district energy planning are fully described.Secondly, five typical buildings in Ma’anshan No.2 High school are chosen and modeled in Designbuilder software to simulate the building dynamic load. The annual electricity load, the cooling and heating load of air conditioner as well as the gas load are analyzed to identify the load dynamic characteristics of each types of building. In addition, the power supply, gas resources and municipal water supply and renewable energy utilization conditions in this region are assessed based on the local building load features and its climate condition.Thirdly, the energy demand side and supply side are further analyzed.Demand side usually refers to lighting facilities, air conditioner, cooking utensils that need to consume electricity, natural gas or solar energy.Supply side usually refers to power supply system with the ability of providing electricity cooling, heating or hot water. On the basis of matching the demand and supply side, several suitable energy configuration schemes for the high school are proposed, further analysis is made to compare supply and demand dynamic electricity load of these buildings in typical days of summer and winter under the proposed design energy configurations. Then, feasible energy configurations are identified and the optimal configuration is obtained in terms of the investment costs,CO2 emissions and payback period of investment. Finally, based on the optimal energy supply plan, detail energy system design is conducted for the No.2 High school, including cooling and heating system plan of air conditioning, determination and selection of transformer capacity, the location of the distribution room and the specific plan of solar photovoltaic power generation system and other power system planning.Besides, the design procedure also includes pipe network system, pressure regulating facilities as well as water supply system such as drainage design, rainwater planning, hot water and other system of water planning.
