Regional energy planning is a behavior to coordinate regional energy system and local urban master planning, regional area planning, municipal(water supply, drainage, gas, and electricity) planning, urban land use planning and environmental planning under meeting the requirements of laws and regulations of the nation and local city. Also, based on planning guidance, regional energy planning is conducted to meet the energy capacity of buildings. This dissertation reviewed the domestic energy situation, problems and research status of domestic as well as international energy systems, and then analyzed the key points in regional energy planning to find some problems in former planning. On this basis, Chongqing Yuelai planning district was taken as a case to simulate the load characteristics of different types of buildings and to plan its energy system under climate and resource characteristics of Chongqing.Firstly, the principle, advantages and disadvantages of several common regional energy planning regional energy system were analyzed. Regional energy planning concept was explained and several basic principles of regional energy plan were put forward at the next stage. Based on the fundamental principles, the technical route of regional energy planning was proposed.Secondly, technical process of heat and cooling load forecasting was proposed after regional energy load was forecasted and resource conditions was analyzed. Combined with relevant national and local norms and laws and regulations, DeST software was used to build typical commercial buildings, office buildings, residential buildings and hotel building model and to simulate its load characteristics with meteorological parameters of Shapingba station. Building combination scheme was proposed and optimized under load characteristics of different types of buildings. In terms of regional energy forecast, heat and cooling load, hot water load, gas load and electric load forecasting method was proposed; and the regional solar energy, shallow geothermal energy, wind energy, water energy and other resources was forecasted and analyzed.Finally, several energy systems was planned in Chongqing Yuelai planning district(ten square kilometers) according to the combination of different buildings and available resources. Then a variety of regional energy systems was proposed to obtain the optimal form of energy systems. Conclusions can be obtained after economic, renewable energy utilization and energy savings analysis of energy systems scheme.
