| The construction of the global energy interconnection is a significant theoretical innovation in the world energy field.It is the only way to deal with the challenges of resource shortage,environmental pollution and climate change,and achieve the world’s energy security,clean,efficient and sustainable development.The construction of the global energy interconnection is the implementation of the "One Belt and One Road"strategy and an important measure to realize power grid interconnection in China and neighboring countries.After the strategic idea of building a global energy interconnection put forward,it has been widely recognized worldwide.With the promotion of all partners,the global energy field is accelerating the research of related technologies and standards.In recent years,many countries in the world have actively promoted the energy transformation with low carbon as the core,and have formulated the goals and plans for the development of the energy interconnection.The global energy interconnection is developing rapidly,and there is an urgent need for a systematic and comprehensive evaluation system to guide.This paper first analyzes the meanings of the global energy interconnection.On this basis,from the four dimensions of the development level of smart grid,backbone network,clean energy and energy interconnection potential,this paper set up the evaluation index system of the global energy interconnection development level.Aiming to the development level of smart grid,the evaluation index system is designed from the aspects of infrastructure intelligent level,power grid security and reliability,economic efficiency,and the perfection of policies and regulations.The evaluation index system of the backbone network and network level was built from the length of the transmission line,the maximum transmission capacity and regional economic cooperation ability three aspects.The evaluation index system for clean energy development included five aspects of policy and regulation,construction scale,environmental impact,technology and economy and energy consumption.The development potential of energy interconnection was mainly evaluated from the perspectives of regional stability,geopolitics,economic development,cooperative trade and infrastructure.Four dimensions were integrated to form an evaluation index system of global energy interconnection development level including 44 indicators.Secondly,on the basis of the collection and collation of a large number of data,the analytic network process method(ANP)and the objective entropy method were combined to determine the weight of the index.The development level of energy interconnection in 12 countries was evaluated by principal component analysis,grey relational degree and fuzzy comprehensive evaluation.By comparing the weight of each index and comparing the evaluation results,this paper determined a more objective and effective comprehensive evaluation method and results,and pointed out the key points for the development of energy interconnection for all countries.The results show that the comprehensive evaluation method of energy interconnection development proposed in this paper can achieve a comprehensive evaluation of the energy interconnection development level.Through quantitative calculation of the weight and development level,this paper quantitatively analyzed the influence of various indicators on the energy interconnection,and put forward some specific suggestions for the weak links for the energy interconnection development. |
