With the rapid economic development,the issue of global energy crisis is becoming increasingly prominent,the problem of climate change is grave,and the living environment of human beings is threatened.As a clean and sustainable renewable energy,solar energy is an important way to solve the energy crisis and environmental pollution.Therefore,it has attracted worldwide attention.In recent years,solar energy generation developed rapidly in China,and the era of smart energy is coming,distributed photovoltaic power generation is one of the important way to realize the smart energy.The vacant roofs of cities in our country provide good installation conditions for distributed PV.In the eastern part of the country,the economy is so prosperous that the electricity demand gap is large.Thus,and the electricity consumption by PV can be dissipated locally.As China's distributed photovoltaic power generation is still in the exploration and demonstration stage,the industry is facing technical bottlenecks,high power generation costs and imperfect the related system is and so on.It is very important to do a good job of evaluating and optimizing projects in the pre-project investment stage to make scientific investment decisions.However,with the development of the smart energy environment,the traditional investment decision-making system in the current literatures cannot be fully applied,and it is difficult to provide good scientific guidancefor the investment of distributed photovoltaic power generation in residential areas Therefore,it is necessary to carry out more in-depth research.On the basis of reading and collecting a large number of related literatures,this paper firstly interprets the demand path of distributed PV development under the smart energy policy,conducts the SWOT analysis of the investment in the industry market and analyze the related theories of investment decision.Then,this paper analyzes the general influencing factors of investment decision-making of the distributed photovoltaic power generation in residential area,and also excavates the impact factors of the smart energy environment on investment decision-making.The post-construction includes the roof installation conditions,economic indicators,climate indicators,social impact and risk aspects and a total of 21 indicators of evaluation indicators.Next,the paper proposes the decision model of the interval-valued neutrosophic set,and the improved ELECTRE-? method.In view of the fuzzy and incompleteness of decision-making information in decision-making,the decision-making information expression and standardization process are implemented by using the Interval-valued neutrosophic set.In order to solve the interrelationship between decision indicators.DEMATEL method is used to analyze the influence of the indicators and determines the weight of each indicators.Finally,this paper applies the model to the example analysis.Through the example analysis,the credible result is obtained and the reasonable the model isconfirmed accurate.And the comparative analysis also carried on and it proves the superiority of the model.Traditional investment decision-making methods have some limitations because the limitation inproposed age.The impact of smart energy environment can be hardly condersidered.The decision making index system and model constructed in this paper is based on the background of smart energy environment and can be applied for distributed PV in residential areas.It has strong theoretical value and application value and provides theoretical reference and scientific basis for investors' investment decisions.
