During the 13th five-year plan,the investment in fixed assets has been developing rapidly in our country,as the pioneer product of engineering,whether the engineering consulting industry could develope healthy affects the healthy development of the investment in fixed assets is in our country.However,the development of the industry is stepping into a bottleneck period at present,engineering consulting industry has been unable to keep up with market development needs because there are many disadvantages such as being too independent,asymmetric information at different stages and inconsistent results.A company which maintains a single advisory service without making progressive changes will be swallowed up or eliminated.The main consulting units,such as investment consultation,survey,design,supervision,bidding agency and cost consultation,will also face the industry's shuffle.Recently,with the Proposal of Opinions of the General Office of the State Council on Promoting the Sustained and Healthy Development of the Construction Industry,the government encourages enterprises such as investment consultation,reconnaissance,design,supervision,bidding agency and cost consultation to develope the whole process engineering consultation with adopting joint operation,merger and reorganization and so on,resulting cultivating a batch of consulting enterprises with international standards.Until then,China has not formally put forward the concept of whole-process engineering consultation,and has not established the service concept and consultation mechanism of the whole process engineering consultation.Due to the late start of China's engineering consulting industry,it is difficult to reach the international level consulting company.This paper demonstrates the necessity of engineering consulting enterprises going to the whole process of engineering consulting service through the research of the difference of engineering consulting industry at home and abroad,and defines the nature of the whole process of engineering consulting services.On the basis of resource theory and contingency theory,paper uses smile curve to analysis of the added value of the whole process of engineering consulting services appreciation space,and puts forward the transformation of 6 kinds of engineering consulting enterprises upgrade mode through combining with the particularity of professional engineering consulting company in China.Under the three indicators of costs,benefits and risks,paper choices EJMM to be as analysis object and proposes a whole process of upgrading for engineering consulting companies by using the SWOT analysis theory and the theory of the cohesive mechanism.With four innovation,this paper expounds the engineering consulting enterprise in our country specific problems in the process of merger and reorganization,explores conforms to the situation of enterprise cooperation pattern with Chinese characteristics.It provides a theoretical reference for our country to effectively carry out the whole process engineering consultation of construction projects.
