With the rapid development of the economy,the fossil energy is depleting gradually,the global environmental pollution is becoming heavily and the global climate deterioration is worsening.The contradiction between energy supply and demand is getting more and more prominent,pushing the rapid developing of the renewable energy represented by wind power.However,it is hard to forecast and dispatch precise wind power generation data due to the limitation of wind power itself and its repersentative features,which is strong randomness,volatility and anti-tune peak.Moreover,along with the larger-scale wind power integration,the effects of wind power on system operating become more intensive.According to the phenomena,this paper studies the optimal scheduling issues of wind power system based on the theory of opportunity constrained programming and load balancing algorithm.Firstly,the paper studied the power characteristics of generating wind power.The model of wind power forecasting error distribution and prediction time scale had been established based on statistical fitting method considering the impacts of wind power randomness and fluctuation on power system optimal dispatch.A further analysis of three elements of ramping event had been put on and the wind power ramp event model had been established based on the definition of wind power ramping.Secondly,considering wind power features,a hybrid integer rolling dispatch model based on chance constraints had been proposed.By adopting the rolling dispatch strategy,the standby capacity and operating cost of power system decrease while the practicability of the system enhances;the above model contains the wind-power ramp constraints,which can effectively reduce the harm of the wind power ramp up events and enhance the security of the system.Finally,a further model,based on the one above,considering the optimal dispatch model of power system with wind power ramp constraint had been established.Then combin ing the model with the load-balance algorithm leaded to a new rescheduling method of conventional unit output,which had been applied to the dispatching of wind-fire system for a united dispatch strategy.The effectiveness of the wind power ramp events of different levels had also been analyzed.In this paper,the dispatch model and the proposed dispatch scheme had been simulated and verified.This paper illustrates the influence of large-scale wind power grid-connected on optimal dispatch of power system,which has academic significance and practical worthiness in considering the precision of wind power forecasting and the optimal dispatching of wind power ramp events.
