A Study On The PPP Financing Mode Of Hydraulic Engineering

As an important public infrastructure,water conservancy projects have been mainly invested by the government for a long time.Due to the financial restriction of governments at all levels,the investment and financing system of water conservancy projects is not perfect,so we need to speed up the improvement of infrastructure network.The use of PPP mode to encourage and attract social capital to participate in the construction and operation of water conservancy works is very important to solve the problem of local government financing.This paper from the current water conservancy project construction and advocating national background of the promotion of PPP model based on PPP national demonstration project-Ningyang County Wen engineering PPP project financing,as the research object,through literature analysis,and comprehensive guiding Wen engineering case,analyzed the general situation of project,project financing framework and Wen cited operation process the experience and enlightenment,the successful implementation of the project and the project lead Wen innovation and characteristics,points out that want to use the PPP mode,operation specification is essential in the process of PPP project and the need for financial subsidies to improve project management,and set up a dynamic adjustment mechanism,improve the price formation mechanism,reasonable regulation of social capital.Coordination of various departments,and all PPP can do this work.And according to the research,we put forward some suggestions on the PPP financing of water conservancy projects in China,hoping to have reference value to the relevant departments.
