How to implement an effective project management is the biggest concern of investors. With the development of China’s reform and opening up, many large construction projects of major national investment entity has been diversified. Moreover, plenty of private capital, foreign capital began to enter the engineering field within the construction projects. Project quality is directly related to the investment income and whether the strategic development planning can be achieved. Considering current environmental conditions, it can obtain great theoretical meaning and practical importance to explore with international standards and suitable approach to manage China’s large joint nature of project cross-culturally. This paper attempts to draw lessons from the full study on both domestic and foreign project management theory. Based on the joint venture in Ningbo terminal four project management practices, we conducted a detailed empirical analysis and research on problems and suggested a number of feasible solutions. In order to meet the needs of both target joint venture based on the cultural differences between the two sides cross-cultural thinking, we try to improve the practical management model, and to develop appropriate management procedures, develop methods to improve the scientific and standardized project operational management, under the time and budget constraints.
