Research On The Civil Aviation Air Traffic Control Tower Chief Leader's Safety Management Capacity Maturity Evaluation

With the rapid development of the civil aviation industry,air traffic continues to increase,civil aviation safety is increasingly valued in the air and air traffic control(ATC)personnel are increasingly demanding their ability to work.As a "commander"-a tower supervisor who safeguards the ground and take-off and landing operations of aircraft,plays a crucial role in the routine implementation of air traffic control command at the scene.Studying the safety management ability of the headteachers with classes is very important for ensuring the safety and control of air traffic control,standardizing the operation,exerting the team advantages,improving the service quality and the normal rate of flights,and generating good social benefits.The strength of tower safety management ability with the class director is directly related to the operation of civil aviation air traffic safety.This article analyzes all the people,equipment,environment and management in the safety management factors that affect the class leader of civil aviation air traffic control tower,and obtains 10 A first-level indicators,29 second-level indicators.The index evaluation system that affects the safety management ability of the head teacher in charge of the tower is constructed,which is used as the evaluation basis.The coefficient of variation was used to solve the index weight.The comprehensive evaluation method based on the coefficient of variation-unascertained measure was used to evaluate the safety management abilities of the tower supervisors.Through the study of the maturity model,this paper constructs a maturity model of the safety management ability of the head of a civil aviation control tower based on the coefficient of variation-unascertained measure.Taking Shijiazhuang Zhengding International Airport as an example,this paper evaluates the maturity of the safety management ability of the head of an empty control tower and finally draws the conclusion that the safety management ability maturity level of the headteacher is "management level".The evaluation results show that the model is feasible,Which can provide a reference for the safety management ability of the head of the empty control tower at the airport.The research of this paper will provide a theoretical basis for improving the on-site safety management ability of the class leader of civil aviation air traffic control tower and provide a useful reference for the growth and progress of the class teacher with the tower.This topic has made useful exploration on the safety management research of the class chief of civil aviation air traffic control tower,and at the same time,it will also help the civil aviation cause the harmonious and safe development.
