The planning and construction of the logistics park can help gather the scattered logistics facilities,promote the optimization and adjustment of the functional layout of the land and improve the urban environment.With the rapid development of urbanization in China,the logistics park formerly located on the edge of the city is rapidly surrounded by urban construction land and make it occupy the core location in the city.Under the influence of the change of relative location,the functional changing and the relocation of logistics parks has become an inevitable trend among the cities facing the rapid development.One the other hand,with the explosion of express and delivery business in China,the central city is getting harder to meet the growing demand for distribution logistics space,thereby making logistics facilities scattered within the city and increasing the cost of urban environment.Therefore,studying on the planning and implementation of logistics park to gain lessons is of great importance.This paper first clues the development history and evolution characteristics of SungangQingshuihe Logistics Park and finds that the relative location change is the underlying factor that affects the planning and implementation.Then,taking the change of relative location as the main line,comprehensively combining the evolutionary characteristics,factors concerned by location theory and the location of the logistics park,the paper selected three location factors that relate most: spatial factor,traffic factor and grassroots government factor,and analyzed the influence of the three location factors on the impact of the implementation of logistics park planning.The findings are as follows:(1)The change of urban structure has caused changes in the relative location of logistics parks,which have led to a continuous increase in land prices and rental levels.This not only increases the operating costs of the logistics companies in the park,but also increases the marginal revenue of the company's land.these are the most direct market reasons for the spatial differentiation of relocation and logistics functions;(2)Railway transportation is the prime power of Sungang-Qingshuihe Logistics Park Construction.With the major means of transportation from railway to road and the implementation of traffic control in the central city,the rapid decline in freight volume and accessibility of freight traffic accelerated the decline of the logistics industry in the park;(3)The development and management of the logistics park is handed over to the grassroots government,which is not conducive to the implementation of the park's planning.the development and management rights of Sungang-Qingshuihe Logistics Park have always belonged to the Luohu District Government.Under the premise of regional location changes affecting the declining logistics functions of the park,Luohu District Government has actively promoted and sought for the transformation and upgrading of logistics parks for the development of local economy.The measures are including leading the research and preparation of related plans to seek new development orientation of the park,and use convenient conditions provided by the relevant policies and construction specifications,and make an alliance with companies to jointly promote the transformation of logistics functions in the park.In short,under the influence of relative location changes,the market and grass-roots governments have jointly promoted the decline of logistics functions in the park and the great reduction of logistics space.However,with the continuous growth in the demand for distribution logistics,it will be difficult for the central city to ensure adequate logistics space support.Based on the above conclusions,and combined with the current development needs of distribution logistics and related experience in Tokyo,the following inspirations and suggestions are summarized:(1)The central area of the city needs to retain an appropriate scale of logistics land,and determine the scale according to the distribution needs and development conditions;(2)The relationship between urban growth and location of logistics parks should be considered from a dynamic perspective;(3)Using logistics parks to develop joint distribution,green distribution,and optimize traffic control measures;(4)Development and management rights of logistics parks should not be fully delegated to grassroots governments;(5)Improving the logistics project construction norms and control standards;(6)Regularly conducting the evaluation and implementation of logistics park planning,and making feedback and adjustments in time.
