Research On The Spatial Layout Of Planning Area In Small City Under "Multi-planning Coordination"

At present,urban planning often arise various kinds of planning conflict in the development of China's cities.The root is that various kinds of planning belong to different departments.Because of the different responsibilities and division of labor of various departments,they are different in setting the starting point of the target and the standard and method of delimiting the objects,which leads to the contradictory disharmony of the achievements of various kinds of planning.With the development of20 years' planning,the compilation of the overall planning has also been strengthened with other types of planning.However,the traditional planning has paid too much attention on city developing than environment protecting.And the problem of planning conflict has not been effectively solved.This paper I will take the perspective of "multi-planning coordination" as the breakthrough point,is not limited to the research on urban construction land,but on the basis of the larger urban and rural space.The overall planning compilation of Gulang City is a good opportunity,I will take the urban planning area as the research level,make the urban space,the agricultural space and the ecological space as the same level to research.On the basis of the "three kinds of space",the management and control requirements of the ecological protection red line and the basic farmland red line are thoroughly carried out.The urban and rural construction and development are guided and controlled by the delineation of the urban development boundary.As a result,the effective cohesion and unity of various kinds of planning are finally realized.In the practice of planning,there are two main ways to solve the conflict of planning.One is "department integration",represented by one master plan which aggregated multiple plans.By adjusting or merging the responsibility division of the relevant planning departments,the coordinated and unified development goals and technical standards are formulated to form a unified plan.The other one is "department cooperation".This way advocates the establishment of an easy implementation framework for the coordination and cooperation of departments so as to reach a consensus on the coordination between various kinds of planning.The research of "multi-planning coordination" is aimed at the insufficient of the traditional planning coordinating mechanism.Taking the overall planning as the core,the new planning coordination mechanism based on "department cooperation" is established to strengthen the coordination with the overall planning of land use and the ecological environment protection plan.The planning coordination work will provides some theoretical research and practical exploration for some small cities in China.
