Planning is the main way to allocate land resources in China.Due to the rapid development of urbanization and the rapid expansion of construction land scale,the limited land resources needs to meet the multi-objective land use purposes.As an important means of spatial governance and land resource allocation,the decision makers can make decision to the land through planning.However,China's spatial planning has the obvious characteristics of"decomposition of territory".There is a significant difference between land use planning and urban planning,which leads to spatial conflicts in planning,exacerbates the contradiction between land supply and demand,and hinders the progress of land spatial planning.Therefore,the exploration of planning conflicts can help decision makers to understand the problem and spatial differentiation of planning conflict,which is of great significance to alleviate planning conflicts and formulate scientific land control rules.Taking Guanghan City of Sichuan Province as an example,the paper studies the diagnosis and coordination scheme of planning conflict area based on"basic analysis-conflict identification-suitability analysis-bottom line demarcation-difference coordination-space control".It makes use of the GIS platform to analyze the spatial overlapping of the land use master plan and urban master plan,and further analyzes the planning conflicts.Based on the potential-constraint model,it analyzes the ecological suitability and the spatial potential of land use,and through multi-scenario analysis of land suitability,it selects the most suitable construction land plan,which provides a reference for the planning.This study takes Guanghan City of Sichuan Province as an example to study the scheme of planning conflict areas,and reaches the following conclusions:(1)Through spatial overlap analysis and comparative research,the spatial control conflict between the master plan of land use and the master plan of city in the study area is relatively large,reaching 8650.98 hm~2,accounting for 15.77%of the total area,which is mainly the second conflict that master plan of land use cannot be built,while the first conflict that the master plan of city can be built.In terms of scale,the allowable construction area of land use planning permission outside the urban master plan is3042.2 hm~2,and that of the second conflict is 5608.78 hm~2.The planning conflict of the study is mainly about the second conflict areas.In terms of the spatial distribution of the conflicts,the first conflict areas are mainly distributed in the middle,northeast and south of the study area,and are surrounded by the planning area;the second conflict areas are composed of the urban built areas and suitable areas,and the built areas are scattered,and only Guanghan airport is massive;the suitable areas are distributed in the north,West,Xinfeng Town,Xiaohan Town and southern Xingzhen Town.From the perspective of town distribution,the first conflict areas are mainly distributed in Xinfeng,Xiaohan,Sanshui and Jinyu towns;while the second conflict areas are distributed in Xinfeng Town,West side,North side,Xiaohan Town,Hexing Town,Nanxing Town and Xiangyang Town.From the cause of the conflicts,the planning conflict is mainly caused by different departments and planning intentions,different planning time and periods,and the inconsistency of the basic and statistical data on which the planning is based.(2)By constructing a potential-constraint model,a multi-scenario analysis method is adopted from the evaluation of regional land development potential and ecological binding capacity to select a suitable zoning plan that meets the dual needs of ecological protection and economic development.The plan is highly suitable for the area of12749.68 hm~2 The area of moderately suitable area is 19548 hm~2,the area of low-grade suitable area is 7094 hm~2,and the area of unsuitable area is 15476 hm~2.The evaluation of the development potential of land use shows that the comprehensive strength of townships in Guanghan City is the first distribution.The comprehensive development strength of the current downtown area is far superior to other townships.The spatial development potential of land use is distributed on a point axis.Strong strength and potential for space development.From the three aspects of ecological security,food security and ecological service,indicators were selected to establish a spatial development constrained evaluation model for spatial constrained analysis.Studies have shown that the ecological constraints in the study area are mainly distributed in the east,and the main land types are forest land and basic farmland.The multi-scenario analysis of land suitability shows that the construction land suitability zoning in the middle ecological security pattern can highlight the high level of integration of development potential and ecological constraints,and can be recommended as a basis for coordination in conflict areas.In this scheme,the area of high suitable area is 12749.68hm~2,the area of medium suitable area is 19548 hm~2,the area of low suitable area is7094 hm~2,and the area of unsuitable area is 15476 hm~2.(3)Through overlapping planning conflicts and suitability assessment zones,it was found that one type of conflict among the three suitability zones in the construction suitability zone is dominant,indicating that the contradiction between the construction zone and the non-construction zone in the city master plan is prominent in the urban master plan.Among the two types of conflict zones,the second type of conflict construction is more suitable than the first type of conflict construction,indicating that the existing planning of the overall urban planning of space control is more reasonable than the overall plan of land use.The proportion of construction suitability in the first type conflict zone is 67.63%,and the proportion of construction suitability in the second type conflict zone is 78.81%.Within the three types of construction suitability subdivisions of high,moderate,and low degrees,Type II conflict areas dominate,accounting for 69.61%,61.98%,and 59.47%,respectively,and Type I conflict areas dominate in areas where construction land is not suitable Status,accounting for 55.13%.The area of the first-class conflict in the highly suitable area is 895.45 hm~2,the area of the second-type conflict is 2051.66 hm~2;the area of the first-type conflict in the moderately suitable area is 1162.31 hm~2,the area of the second-type conflict is 1893.74hm~2;It is 400.03 hm~2,the area of Type II conflict is 584.79 hm~2;the area of Type I conflict in the unsuitable area is 584.79 hm~2,and the area of Type II conflict is 476.02hm~2.(4)According to the planning and coordination path,coordinate and optimize the planning control zones,and re-define the construction suitable area,construction area,unsuitable construction area and non-construction area,the area is 9929.62 hm~2,6182.8hm~2,5446.01 hm~2,33241.60 hm~2.Refer to the optimal results of suitability assessment zones to discuss the collaborative schemes for planning conflict zones,conduct preliminary coordination on the types of conflicts in suitability zones,and then further optimize the control zones according to the rigid constraints of basic farmland,urban development boundaries and ecological protection control zones Adjustment,and finally delineate the construction of suitable area,construction area,unsuitable construction area and non-construction area,the area is 9929.62 hm~2,6182.8 hm~2,5446.01 hm~2,33241.60 hm~2,and put forward relevant control suggestions.According to the characteristics of suitability zones,the construction scale of planned conflict zones in each suitability zone is adjusted to achieve the coordination and coordination of planned conflict zones.In summary,this research is based on the analysis idea of"basic analysis-conflict identification-suitability analysis-bottom line demarcation-difference coordination-space control"Based on the identification of planning and control of space conflicts,a scientific analysis of the suitability of regional construction land is carried out.Taking basic farmland,ecological protection and urban development as rigid control spaces,based on the regional development needs of the study area,following the principles of ecological priority,guarantee of key elements,respect for existing planning and land use status,proposed coordinated paths for space control zoning,systematic discussion The coordinated process of spatial control between the overall land use planning and the urban overall planning can enrich the theory and practice of coordinating planning conflicts in the form of cases,and provide theoretical support and practical reference for the subsequent preparation of land and space planning.
