In recent years,with the improvement of China's national economy,urbanization has been expanding,the number of private cars has increased sharply,and traffic congestion has become increasingly serious.In order to alleviate traffic congestion in the long run,traffic management is essential.This paper lane in urban traffic system is introduced in the high loading rate(HOV lanes),through introduces the concept of high loading rate of vehicle is preferred to the urban traffic system,in the road network construction optimization of HOV lanes,both construction and management,so as to improve the efficiency of transportation,make the operation of the whole transportation system was optimized.In order to realize the scientific planning and layout of HOV lanes,this paper takes the bi-level planning model as the theoretical basis to study the optimal design of HOV lanes in urban road networks.Considering the mutual influence between the planning layout of HOV lanes and the choice of travelers' travel routes,this paper treats the problem as a bi-level planning model for further study.The upper model uses the optimal road network system efficiency as the goal to optimize the layout of the HOV lanes.The lower model models the individual driving cars,multi-sport cars,buses,and passenger cars,respectively,and combines the HOV lanes.Based on the flow characteristics of the vehicle,the road impedance function based on the road network of the HOV vehicle is proposed,and the corresponding assignment model for the underlying traffic is constructed.The Frank-Wolfe algorithm and genetic algorithm are used to solve the lower flow distribution model and the bi-level planning model,and the specific solution flow chart is given.Finally,this paper verifies the feasibility of the program with two case studies,namely the case study of the classic Sioux Falls network and the case study of the actual roadnetwork in Haidian District of Beijing as a case study application.The example analysis results verify the feasibility of establishing the model and the effectiveness of the algorithm.The results of the case analysis show that when the bi-level planning model is applied to the related research and program selection of the HOV lane design,the overall traffic capacity of the road network can be improved,and Shorten the running time of the overall traffic flow in the system,at the same time,it can also make the energy consumption and pollutant discharge of the entire road network system reach a lower value within the controllable range,which can be described as multiple purposes.Studying the HOV special lane setting optimization plan is an effective means to achieve congestion reduction and waste reduction in the entire transportation system.It is also an excellent method to alleviate traffic congestion as a “city disease” symptom from the overall perspective of urban planning.
