Sub-period bus lane open at certain times of the day,in this time only buses,some motor coach and emergency vehicles are allowed to run on the lane.In rest periods,other social vehicles are also allowed.Sub-period bus lane cost lower in set-up and opening hours more flexible than the traditional bus lane,and also get more public recognition.Although the sub-period bus lane decreases public transport priority,but not significantly reduce road capacity,but also plays a greater role in the balance between public transport and private transport efficiency.In recent years,more and more sub-period bus lane applied,so it becomes particularly important to evaluate its traffic benefit objectively and comprehensively.In this paper,after assuming the relevant of the traffic conditions,12 indicators are selected.Each index’s meaning and formula is introduced in detail.Because some indicators’meaning is similar,so it is necessary to screen indicators by applying appropriate methods.After considering a number of indicators of screening method,this paper gives a suitable method to screen indicators which is named gray-rough set method,and explains its specific steps in detail.Grey-rough set method is a method combining Gray correlation analysis method and rough set theory.It can take both of methods’ advantage.Gray correlation analysis is not limiting examples of research and rough set theory can process information without any prior knowledge.And use F-statistic method to determine the critical value in the Gray correlation analysis which has been controversy,it makes the critical value more objective and scientific.Evaluation is based on the evaluation indicators of the system,and the weight of index refers to each index’ importance degree in the whole system.This paper combines a subjective weighting method and a objective weighting method.The objective method select the rough set method which let the data speak for themselves,the subjective weighting method select Delphi entropy method.The Delphi entropy method obtains a typical sort by Delphi method firstly,then applies structure entropy method to cope the typical sort,therefore,this method is classified as subjective weight method.In this paper,these two weighting method combined based on the minimum sum of squares to be a new combination Weighting method.The traffic benefit evaluation of sub-period bus lane system is very complex.Only one method may be unable to get scientific evaluation result.Vague set theory is more skills and flexibility in dealing with uncertain information,and extensibility matter element analysis method can be used to think the possibility of something to expand by formal means.In this paper,these two methods are combined to form the vague matter element theory,as a method to evaluate the traffic benefit of sub-period bus lane system.And case of 14 sub-period bus lanes designated in 2015 of Dalian city.Before and after the bus lanes set investigates its data,and screens the index and determines the weights based on the data.Finally,vague matter element analysis method is applied to evaluate the traffic benefit of sub-period bus lane system of Dalian city.The evaluation result is "two degree",in a relatively good condition.For the results of the evaluation made a number of recommendations for improvement.
