| In view of the fact that the integrated pipeline project under the PPP model has a large investment,a long period,a wide range of risk,and the risk assessment study is still not perfect,based on the perspective of social capital,it evaluates the risk of the comprehensive pipeline project under the PPP model.Study and analyze and apply the comprehensive pipeline project in Xiang’an New Airport Area in Xiamen City.This paper adopts the WBS method for work decomposition,and initially identifies the risk factors of comprehensive pipeline projects under the PPP model by using a combination of process analysis method and environmental analysis method,and uses the questionnaire method to further screen the risk indicators of the comprehensive pipeline projects in Xiamen and constructs the risk.The evaluation index system;then the network analysis method and the fuzzy comprehensive evaluation method were combined to construct a fuzzy network comprehensive evaluation model;at last,the comprehensive pipeline project under the PPP mode of Xiamen Xiang’an New Airport was taken as an example to carry out risk assessment,and the evaluation results showed that the construction The risk indicator system and evaluation model are in line with the design situation of the comprehensive pipeline project under the PPP model in Xiamen Xiang’an New Airport,which has a non-negligible risk.Finally,major risk response proposals are given based on the risk level.Based on the perspective of social capital,this paper evaluates the overall pipeline project risk under the PPP model.The risk assessment index system and evaluation model it constructs is a new combination of theory and practice for each participant of the integrated pipeline project.The exploration can provide some ideas for related researchers in similar projects. |
