| Underground integrated pipeline corridor is a kind of public infrastructure of the city,it can avoid the phenomenon of repeated excavation and filling due to the lack of unified planning of the road,which greatly improves the quality of the road and reduces the road construction and maintenance costs.In addition,in the operation of various pipeline facilities,technical personnel can be in the corridor can be real-time monitoring of various pipeline facilities,repair and maintenance,greatly reducing the pipeline repair time and repair costs.However,in the underground integrated corridor in the service of the public,bring benefits at the same time,but also because it is a confined space and complex environment and face a lot of operation and maintenance safety risks.For example,the risk of pipeline into the corridor,pipeline charging risk and operation liability risk.Based on literature research and field survey,this paper identifies common risk factors and summarizes common analysis methods for the operation of PPP integrated pipeline corridor projects.In order to consider the reasonable classification of risk levels and the variability of risk weights of different levels and the impact on the overall risk,fuzzy decision making theory is combined with the hierarchical analysis method(FAHP method)for the risk evaluation of the integrated pipeline corridor project.Then,a complete risk evaluation index system was established with the project case of TZ city urbanization transformation PPP underground integrated pipeline corridor project,and the risk of the later operation of the project was evaluated.(1)PPP integrated pipeline corridor project operation risk evaluation index can be divided into two levels.First-level risk factors can be divided into 7 types.Based on the test results,the Cronbach’s alpha coefficients of these seven identified first-level risk factors were all higher than0.7,indicating that the internal compatibility and reliability of these risk factors reached a high and acceptable level.Specific secondary risk factors vary from project to project.(2)Based on the PPP-based underground integrated pipeline corridor project in TZ city,,according to the results of the expert survey,it was found that the risk rates of 64% risks were within the critical range,30% risks were within the preventive range,and 6% risks were within the acceptable range.(3)After applying fuzzy decision making and hierarchical analysis methods,it was found that the highest degree of preference among the seven first-level risk factors is management risk,and the lowest is legal risk;the highest relative weight is for payment user reduction risk,and the lowest is for government risk.The results of fuzzy pairwise comparisons of all Level 2 risk factors show that the most important of the government risks is the project approval and permitting delay risk,the most important of the user payment risks is the user reduction risk,the most important of the management risks is the operating cost increase risk,the most influential of the performance risks is the integrated pipeline performance quality degradation risk,the most important of the political risks is the project company expropriation and full nationalization risk,among the legal risks the most important is the risk of contractual ambiguity,and finally among the other risk categories the human organization and coordination risk has the most significant level of importance.Finally,by analyzing different risk factors,corresponding measures and suggestions are proposed for different causes of risks,which enriches the research results of PPP integrated pipeline corridor operation risks on the one hand,and provides reference for the operation of such PPP pipeline corridor projects,saving costs and improving economic efficiency on the other hand. |
