Research On Risk Assessment Of The Development And Operation Of Industrial Heritage Cultural And Creative Industries Park

Since the 1960 s,the developed countries began to enter the post industrialization age and the information age,and the industrial structure began to change greatly.Cultural and creative industries,based on culture and innovation,have developed rapidly.In recent years,China has also faced the problem of the transformation of the mode of economic development and the transformation and upgrading of the industrial structure.A series of relevant policies and measures have been introduced from the country to the local area,in order to achieve the goal of optimizing the industrial structure,promoting employment and the smooth,healthy and sustainable development of economy through the vigorous development of the industry.From 2013 to 2016,the added value of the national culture and related industries grew by more than 12%,and the speed of development should not be underestimated.As a powerful carrier for the development of cultural and creative industries,the cultural and creative industries park emerges as the times require.It has been developing rapidly throughout the country.At present,the number of cultural and creative industries park has reached more than 2500.It is the most common development mode to transform the industrial heritage into the cultural and creative industries park.However,this kind of park has the phenomenon of "blind investment,a coax to the top" and a considerable number of misunderstandings,which brings great risks to the development and operation of the park.At present,the risk related research achievement of cultural and creative industries park are scarce,and all of them do not involve the research on the development and operation risk of industrial heritage cultural and creative industries park.Therefore,it is of great theoretical and practical significance to study the development and operation risks of industrial heritage cultural and creative industries park.On the basis of literature research,firstly,the definition of industrial heritage,cultural creative industry,cultural and creative industries park,industrial heritage cultural and creative industries park,risk and development and operation risk are defined.Then risk management theory is introduced to identify and organize risk factors and construct index system and risk evaluation model which provides a theoretical basis.Secondly,through the combination of case study and expert interview,the risk factors of industrial heritage cultural and creative industries park are identified and amended to form a complete list of risk factors,and through induction and arrangement,the development and operation risk of industrial park with 5 first level indicators and 22 two level indicators is constructed.Evaluation index system.In view of the establishment of the industrial estate industry park development and operation risk evaluation index system,by inviting experts to judge the relative importance of the index,the group hierarchy analysis method based on the least squares determined the weight of the index.Then,after a detailed introduction of the grey system theory and the applicability of the research,the assessment model of the development and operation risk of industrial heritage cultural and creative industries park is constructed based on the grey system theory.Finally,using the method of empirical research,this paper evaluates the development and operation risk of an industrial heritage cultural and creative industries park in Chongqing by using the risk evaluation index system and the grey comprehensive evaluation model,and compares the evaluation results with the actual development and operation of the project,and verifies that the evaluation index system and evaluation model are scientific and applicable.Aiming at the problems existing in the project,the corresponding risk prevention strategies are put forward.
