In recent years,with the sustained economic development in our country,the state has continuously increased its investment in public construction projects.This not only improves the basic engineering in our country,but also challenges the management level of construction enterprises,especially the cost management level.In order to achieve the minimum investment and maximize benefits,we must attach importance to internal cost management.Through the investigation and study,I found that many domestic construction enterprises have cost management problems,including poor control and low profitability of the project.Therefore,establishing a set of scientific and reasonable cost management system is very important for the enterprise.Harbin Xinlong Water Conservancy Co.,Ltd.,as a key construction water conservancy construction enterprise in Harbin,has 17 years development history.The scale of its development is constantly expanding.However,due to the intense market competition,some companies gradually exposed the problems of cost management,such as the cost of the budget is not enough science,the cost of process control is not strict norms,cost analysis is a mere formality,there is no relevant cost assessment standards.The paper taking the Harbin Xinlong Water Conservancy Co.,Ltd.,as the research object,based on the theories of construction project cost management,constructed the project cost management system of enterprise,which mainly includes the objectives of cost management,organizational structure,management system and management process.Finally,the new project cost management system has been applied to the construction project of Songbei first phase that Harbin Xinlong Water Conservancy Co.,Ltd.newly built.The practice results show that the system has good adaptability.Practice has proved that: cost management plays an important role in all of the enterprises.Hope that the cost management system designed in this paper can improve the project management level of Harbin Xinlong Water Conservancy Co.,Ltd.,at the same time,it can also provide reference for other enterprises in the industry.
