With the increasing demand of the whole vehicle consumption market,the rapid development of the automobile industry,the entry of international automobile parts manufacturing enterprises into the Chinese market competition,not only promotes the standardization of the industry,but also promotes lean management and cost profit optimization of various enterprises.Procurement,as a key link in the process of enterprise value creation,is located at the beginning and end of the value chain.In production-oriented enterprises,the purchase cost to a great extent directly affect the enterprise's profit level,for auto parts manufacturing enterprise,due to the product of just-in-time production and supply the most intuitive reflect purchasing value,more focus on procurement management in productive procurement,namely direct purchasing raw materials for mass production.The management of non-productive procurement is often neglected by enterprises,including indirect material procurement and service procurement.Therefore,it is of great practical significance to study the non-production procurement management of auto parts enterprises.In the actual operation of enterprises,there are more uncertain factors for non-productive procurement,including trivial procurement content,cumbersome procurement process and low work efficiency.In particular,the price effective cycle of indirect materials,quality and risk of service procurement and so on make it more difficult to judge the rationality of price.Study found that auto parts manufacturing enterprise non-productive purchasing management existence is differ,poor traceability of product quality standard,the purchasing cost differences,as well as procurement integrity stability of three main problems,its reason lies in the procurement quality standards are not allowed to be a purchasing cost management is not standard,as well as procurement integrity cannot be guaranteed.The study draws lessons from the advanced experience of non-productive procurement management in Japan,the United States and Germany,and draws lessons from the optimal procurement cost of Japanese enterprises,the most reasonable procurement process of American enterprises and the most effective supplier management of German enterprises.Finally,to study and put forward the optimization tactics of the four aspects,namely,to establish a comprehensive cost,the optimal way of thinking,through the purchasing process optimization,according to the urgent demand for size optimization strategy for examination and approval,by purchasing the business process of cross department to control the risk separation of powers and authorities of office,as well as the development platform suppliers,enhance work closely with our suppliers.In the aspect of guarantee implementation,the research further puts forward three aspects,namely,laying a foundation for enterprise culture,supervising process and controlling risks,and human resource support and guarantee.
