Thermal retrofit project of a small district of Datang corporation is a key project of the group company and local government,and also an important part of Shen Fu connection belt and the construction of eastern Shenyang area.Construction,expansion and reconstruction of thermal engineering has its unique construction features and difficulties,which often brings huge cost pressure to construction units.There are many "old problems" in the management of large engineering projects.For example,the unsound project cost management mechanism,the lack of overall control of the whole project,and the lack of project cost awareness directly restrict the project cost management.How to reduce cost investment and how to integrate advanced and scientific cost management concepts into contemporary large-scale engineering projects will become the key to whether enterprises can achieve good profit objectives.To increase the comprehensive strength and market competitiveness of enterprises is the primary consideration in engineering construction,and scientific and effective cost management system will be an important way and method to solve the above problems.Therefore,it is of far-reaching economic benefits and practical significance to study the cost management of thermal power plant project construction.Taking the thermal transformation project of a residential district in Da Tang Power Plant as an example,this paper selects two sections of A and B,which are similar in all aspects of the same project as the research object.On the basis of reading a lot of relevant information at home and abroad and entering the construction site personally,we use the cost management,process cost managementand other methods and methods as the theoretical basis,and combine the thermal transformation of a residential district in Datang Power Plant.The unique characteristics of the project,the construction process of construction costs,equipment and materials procurement costs were systematically analyzed.Through the analysis and comparison of the budget cost,the budget project progress and the actual cost,the actual project progress of the A section project of the thermal transformation project of Datang Power Plant,the confusion of material management exposed in the A section of the thermal transformation project of the Datang District,the lag of the professional quality of the personnel,the defects of the construction budget and settlement system and the imperfect reward and punishment mechanism of the employees and so on are obtained.The problem.By decomposing the problems found in the A bidding section,the author differentiates and analyzes the causes of the induced problems,and puts forward some solutions.The optimized cost management system,the optimization of the management system of human,material and machine and the method of cost accounting,is applied to the construction of the B section project through the advanced engineering concept,and the results have been achieved in the control of the project period,the cost of the equipment and the material of the construction material,and so on.The optimization method obtained from the problems occurred in the construction of A bidding section is verified in the construction of B bid section project.Both the cost of the equipment material and the cost of the construction material have been effectively controlled,which provides a strong guarantee for the cost management of the project.The effective control of the construction period can not only explain the smooth development of various sub projects in the construction process,but also can say that the optimized system changes,the advanced technology and other applications and scientific accounting methods can be effective.The help project is successfully completed,which helps to manage the costeffectively.Effective cost management can reduce project investment,increase project profits and increase competitiveness and vitality of enterprises.The valuable management experience gained in the construction of the B section should continue to be applied to the construction of the next project to provide a strong guidance for the smooth development of the Shenyang heat network project.
