| Municipal engineering project is closely related to People's Daily life.Whether it can be implemented effectively will affect people's living standard and quality.It is a livelihood construction related to people's living environment.It is because of municipal engineering project has far-reaching influence on the society as a whole,so in reality it is mostly led by the government departments to control,government with its own peculiar executive power,at the same time use administrative means to promote the practice of municipal engineering project,in the past for a long time appeared in the process of the development of a certain drawbacks,namely cannot effectively to control project cost,quality and progress,also hindered the related subject better involved.Therefore,it is of great significance to evaluate the investment control effect of municipal engineering projects,and it is particularly important to manage the investment of municipal engineering projects scientifically,which is helpful to improve the understanding of the project investment control to a certain extent,and then play a certain reference role.Firstly,based on the analysis of the influencing factors on the evaluation of the investment control effect of municipal engineering projects,this paper constructs the municipal engineering projects from the point of view that the construction unit manages and plays a leading role in the whole process and combines the implementation content of the investment control of the whole process of the construction unit,and combs the literature and makes a questionnaire survey.Evaluation index system of investment control effect.Then we use expert scoring method and establish weight set to get objective index weight.Finally,through the analysis and comparison of fuzzy comprehensive evaluation method,analytic hierarchy process,grey relational analysis method,data envelopment analysis method and so on,the fuzzy comprehensive evaluation method is adopted as the method of investment effect evaluation.Taking the comprehensive renovation project of the HJ section of Xincheng River as an example,the investment control effect of the project is evaluated.The research shows that the investment control level of the project construction unit is in a medium position.Through further analysis and Research on the comprehensive evaluation value,by adjusting some evaluation indicators and recalculating,it is concluded that after optimizing or adjusting some aspects of investment control management of construction units,the comprehensive evaluation value will be significantly improved.In view of the analysis results,combined with the actual management situation of the project and the problems found by the financial audit department,the paper puts forward some countermeasures and suggestions to optimize the investment control of municipal engineering projects. |
