Engineering design spends the least of time and capital in the whole process of a project, but it plays a critical role in a project. Because of many influence factors and the great selective of designer during the design phase, a project can have many construction schemes. So a good plan must be not only advanced, but also economic. The key job of investment control in the period of engineering design is to look for the optimistic combination of technology and economy, there are four point in the dissertation to discuss the investment control and investment evaluation.Four aspects about investment control and evaluation during design phase are discussed and studied in this paper:Firstly value evaluation is now widely used in engineering construction and supervision so the dissertation uses this method with AHP to evaluate.Secondly limited value design is very useful in engineering design, so we put this method into the dissertation with theory of control to determine the quota of limited value.Thirdly the dissertation uses fuzzy theory to analyze the coefficient, which is discussed in theory of value engineering.Fourthly we use fuzzy comprehensive evaluation to evaluate the index system with the normal and real figures.Finally, the deficiency of the four methods mentioned above is shown in this paper for the further improvement and development of these methods.
