Study On Location And Allocation Optimization Of Dalian Port Tugboat Berth Base

As an important port in North China and Northeast Asia,Dalian Port has excellent natural conditions and geographical location.It is the most important comprehensive port in Northeast China and the most convenient port for cargo transshipment in Far East,South Asia,North America and Europe.The berthing,mooring and departure operations of arriving ships usually require tugboats to assist.Tugboats are an important part of the port service system.There are many berths in Dalian Port and the berths are scattered.The distance between tugboat berth base and tugboat operation area affects the service efficiency and quality of tugboats.The timeliness and economy provided by tugboats are important guarantees for port services.Reasonable tugboat berth base location can make full use of tugboat resources,which is conducive to shortening the allocation time of tugboats.It also helps to improve the rapid service ability of tugboat,so as to save fuel and protect the environment.At the same time,it can improve the economic efficiency of the tugboat company and the efficient distribution capability of the port.However,the location of tugboat berth base is affected by hydrometeorology,policy development,geographical location and other factors,which increases the difficulty of site selection.In addition,the entry and exit of a ship is a discrete random event.The type,size,load and time of entry and exit of a ship are all random,so it is difficult to provide tugboat services.Moreover,the number of tugboat in Dalian Port is limited,and the number of tugboat will affect the operation of the whole system.Therefore,this paper studies the location and configuration optimization of the tugboat berth base in Dalian Port,so as to reduce the tugboat dispatching cost,improve the tugboat utilization rate and operation efficiency,and then improve the operation efficiency of the whole port.Firstly,through the analysis of the present situation of the tugboat fleet and its tugboat berth base in Dalian Port,the necessity of the location and allocation of the tugboat berth base is obtained.Secondly,the factors affecting the location of tugboat berth base are analyzed,and on this basis,the location model of tugboat berth base in Dalian Port is constructed.A multi-attribute fuzzy mean clustering algorithm based on subtractive clustering is designed to solve the problem.Then,based on the results of location selection,an optimization model of tugboat allocation is established.The model is solved by genetic algorithm.The research results can provide some reference for the location and tugboat allocation of Dalian Port tugboat berth base.
