Reform And Practice About The Stairs-step Of The Electric Charges,Policy Effect And Improve Meansures Of The BY City

Energy is the main material basis of economic growth and social development.Electricity,as one of the most important components of energy,has become the material base for improving China’s economic development.So the important material basis has a direct impact on the standard of prosperous.In order to cope with the high energy prices,suppress energy consumption unreasonable,the National Development and Reform Commission of our country and region introduce a policy called "used more,pay more".Introducing stair-step shape pricing mechanism to guide residents to conserve electricity.The policy was implemented for a long time,but there was no significant change of the electricity consumption.Therefore,it is nacessary for us to have an evaluation research on BY’s stair-step shape pricing mechanism.Contents of this paper is divided into six parts:The first part is an introduction,mainly paper background,research significance,research status and research methods are outlined.The viewpoints and deficiencies of this paper are put forward.The second part is the background of BY residents pricing reform.First of all,give a brief introduction for BY,followed by r BY’s electricity consumption,electricity supply situation,reform plan.The third part is a comprehensive analysis of BY’s residents stepped tariff reform,it includes the analysis of energy saving effect of step electricity price and the analysis of fairness effect of step electricity price the reason analysis of step electrovalence reform.The fourth part is to improve the stair-step program,combined BY’s electricity demand factors as well as the problems and causes of energy saving and equity effect.The last part is the conclusion through the in-depth study of the step-price scheme,the conclusion is drawn.In this paper,I draw the following conclusions:The implementation of thestair-step policy did not bring obvious significance,mainly because of the lack of social equity considerations as a whole,could not play the expected energy savings,the stair-step policy is not perfect.Suggestions for improvement for BY’s stair-step policy are as follow:strengthen policy publicity,improve the design system,highlight tiered electricity prices,encourage energy conservation and environmental protection,establish a mechanism for dynamic adjustment of tiered electricity prices,and ensure the implementation of tiered pricing policies.
