Research On The Reform And Development Problems And Countermeasures Of Incremental Distribution Network In Sichuan Province From The Perspective Of Public Policy

The electric power industry is one of the basic industries that affect the national economy and people’s livelihood and economic development.Since March 2015,the relevant state departments promulgated the "Several Opinions on Further Deepening the Reform of the Electric Power System",a new round of electric power system reform has a new process,but also opened a new prelude,sharply accelerated the vast market of electricity to social investors to fully open up the distribution and sale of electricity business,and the incremental distribution network reform is one of the most important reform programs.Incremental distribution network reform is led by the national level,through the issuance of policies-pilot promotion-landing feedback-policy improvement-continue to promote such a way as to carry out policy-oriented positive reform from top to bottom,but in the actual process of promotion and landing,the progress of the pilot project is unusually slow,the situation is not optimistic,there are many problems that need to be found and solved.As one of the first and important pilot cities in the country,Sichuan Province’ local governments,power grid companies and newly established electricity sales companies are all looking for new reform positioning in the relevant provisions of national policies and local government policies,because of the importance of Sichuan’s region and economy,it will become the core development area of incremental power distribution projects.In this article,the author will take the relevant policy documents and Sichuan Province as an example,carry out effective research work on the topic,through the collection of domestic and foreign data,and the State Grid Corporation of Sichuan Electric Power Company,Luzhou and other Sichuan pilot-related companies and related pilot staff to communicate and follow up the investigation,consult the relevant websites and documents of the municipal government and energy management departments,and complete this paper through analysis,research and other methods.Using public policy and management theories,the paper comprehensively analyzes and studies the relevant policies and documents issued by the state and Sichuan Province,and takes this as the key research object,combined with the progress of the Sichuan pilot in the past few years as a breakthrough point.This paper analyzes the problems existing in the development of incremental distribution network in Sichuan province,such as big difference between power planning and actual electricity consumption,game between interest subjects,lack of effective government supervision,deviation of policy implementation and implementation,imperfect supporting policies,lack of power professionals,and puts forward my own views and countermeasures.Hope that through this article to help increment distribution network of sichuan province in the future reform smoothly,government power in sichuan and the smart grid benign mutual aid and common progress,promote the development of the industry innovation,reduce electricity cost,improve the supply and market dynamics,to help the government to improve local political and economic,to service the local society sound and rapid economic development to provide feasible Suggestions.
